The Teachers Service Commission (TSC) has dispatched over three thousand deployment letters for primary school teachers who applied for deployment to junior secondary schools (JSS).
The letters which have been sent to TSC County Directors will be issued to teachers starting next week by their Sub County Directors.
Successful teachers will be issued with appointment letters by their TSC Sub County Directors before being posted to junior schools within or close to their current station.
Though TSC had sought a total of 6,000 PTE teachers to deploy to handle junior schools only 3,693 application requests were submitted.
TSC had activated the online application exercise on 13th January for qualified P1 teachers to apply.
Deployment of primary school teachers to JSS is part of TSC promotion plan that seek to address job stagnation.
TSC has also previously stated that there is excess of 18,000 teachers in primary schools and will deploy them to junior and special schools where shortage looms.
In the deployment exercise TSC wanted practicing P1 teachers to have degree in secondary option with at least C+ in KCSE and at least C+ in two teaching subjects.
TSC had revealed that the Commission requires a total of 72,422 teachers to address the teacher shortage in JSS.
It said the current teacher shortage in junior and senior secondary which starts next year stands at 98,261.
The Commission requires a total of 149,350 teachers to handle Grade 7, 8 and 9.
TSC has employed 76,928 teachers in junior secondary representing 51.5% of the requirement.
These are 48,550 junior school teachers employed on permanent and pensionable (pnp) terms and a total of 8,378 P1 teachers who were deployed to JSS in 2023 and 2024.
The government also allocated sh 4.8 billion which TSC used to recruit 20,000 JSS teachers on internship terms in January.
This week TSC has advertised a total of 24,000 junior school internship teaching job whose application will run from Tuesday, 26th August, 2025 to Monday, 9th September, 2025 midnight.
However TSC has been criticized by a number of primary school teachers for its stringent requirements for deployment to the junior schools.
In the deployment, TSC wanted practicing PTE teachers to have degree in secondary option with at least C+ in KCSE and at least C+ in two teaching subjects.
This is a tall order for most P1 teachers who furthered their studies and were awarded different accolades.
Among those affected and are barred from the deployment exercise include primary school teachers with;
- Degree in secondary option with at least C+ in two teaching subjects and C in KCSE but without Diploma in secondary option
- Degree in primary option with C+ and above in KCSE
- Diploma certificates in ECDE
The teachers have expressed their frustrations after spending hundreds of thousands in studies yet TSC has rendered the certificates useless.
Currently only teachers with Degree in secondary option and teachers with Diploma in Special Needs Education (SNE) are getting deployments.
Though TSC had initially hinted at promoting teachers with various Diplomas and Degree to teach in JSS it backtracked this move.
Currently documents verification exercise is ongoing for over three thousand shortlisted teachers.
Below is the statement with guidelines on deployment process for the applicants that was issued by TSC.
The Commission has received a total of 3,693 requests from qualified primary school teachers for deployment to Junior Schools (JS).
Lists of the teachers have been availed to you. Upon receipt of these lists, you are required to vet the documents of the teachers to determine if they qualify to be deployed to Junior School.
A) Qualifications
Primary School teachers wishing to be deployed to Junior School must be qualified to teach in secondary schools.
The teacher MUST meet the following requirements:
Have an active registration as a teacher with the Teachers Service Commission.
Is employed as a primary school teacher with the Teachers Service Commission.
Should not be currently under interdiction or undergoing a disciplinary process.
Have a minimum of a Diploma in Education with a minimum of C+ at KCSE (or its equivalent) with C+ in two teaching subjects currently being offered in the school curriculum (either under 8-4-4 or CBE) or two (2) principles and one (1) subsidiary pass at “A” Level.
Those with a minimum of C (plain) at KCSE (or its equivalent) and have undertaken a Diploma in Education together with a Bachelor Degree in Education qualify.
Bachelor of Education (Primary Option) holders are not eligible.
Must have expressed interest to be deployed to Junior Secondary School and their name appears on the list shared from the Headquarters.
B) Vetting
Sub-County Directors should invite the candidates for verification of documents.
Candidates are expected to present the following documents during verification:
Original and copy of the degree/diploma certificate;
Original and copies of the Official academic transcripts;
Original and copy of SNE qualification (where applicable);
Original and copy of the KCSE certificate (or its equivalent);
A copy of the current payslip;
A declaration by the Head of Institution that the teacher is currently serving in the school and is neither serving an interdiction nor undergoing a disciplinary process.
C) Documents to be submitted to TSC Headquarters
After the conclusion of the vetting exercise, the following documents shall be submitted to the Director Staffing by County Directors/Regional Director, Nairobi:
Sub County minutes of meeting held to verify documents of all applicants’ in the Sub County, signed by the Sub County Staffing Chairperson and Secretary.
County minutes of meeting held to verify Sub County list all applicants’ vetted, signed by the County Director Chairperson and Secretary.
List of all vetted teachers with STATUS and REMARKS columns dully filled.
Use the remark column to justify the status of each teacher, e.g. If a teacher is Not Qualified indicate reason, e.g. has C- in KCSE.
The verified list should be submitted in MS Excel editable format to Director Staffing through dirstaffing@tsc.go.ke by 20th June 2025.
NB:
Vetted documents of successful applicants for each sub county should be safely kept by the Sub County Directors awaiting further direction.
There should be no changes made in the list provided except filling in the status and remarks column.

This is not fair at all. consider p1 teachers with diploma in education secondary option with c plain kcse mean grade and c+ in the two teaching subjects
