SRC circular to county government employees that has left teachers shaken

The circular addressed to all county governors, county secretaries and secretaries to the county public service board is seeking a salary review for all the county government employees at the executive.

The Salaries and Remuneration Commission (SRC) has been conducting salary review in phases which has led to downsizing and abolishment of some allowances paid to state and public officers.

“The Salaries and Remuneration Commission conducted a job evaluation exercise in the public service and as part of its implementation recommended a salary review for the county government employees at the executive. The review was to be implemented in four phases taking into consideration the overal affordability within a sustainable fiscal framework.

The government implemented phase one to three of the salary review for the county government employees at the executive in job groups A to S with effect from 1/7/2017, 1/7/2018 and 1/7/2019 respectively” read part of the circular dated 8th July 2020.

SRC is seeking to harmonise salaries for all public workers and quell the regular strikes occassioned by salary disparities.

“During phase one and two of the salary review the four phases for job groups A to F were merged and fully implemented to ensure that the salary was within the statutory minimum wage. Phase three salary review was implemented for job groups G to S with effect from 1/7/2019.

Phase four of the new salaries and salary scales which from appendices to this circular will be implemented for job groups G to S with effect from 1/7/2020″ said SRC.

SRC converted the job groups to the new grades as below

SRC salary review has brought huge impact in salaries and allowances paid to the county government workes with most allowances merged and others shrinked. The new salaries will apply to county government employees who were in the service on or before 1/7/2020.

House Allowances

SRC says house allowances will be paid as per the revised house allowances for public service citing ref. no. SRC/TS/MDP/3/1/2(2) dated 11/8/2015

Commuter Allowances

SRC says commuter allowances will be paid as per the office of the president as per cicular ref. no. OP,CAB.23/1A dated 30/6/2006 on implementation of a new transport policy in the public service and the ministry of state for public service circular on payment of commuter allowances as stated in circular ref. no. MSPS.16A Vol. IX (105) dated 27/6/2011

Medical scheme

SRC says it will be administered as per SRC circular on medical scheme for public officers serving in the county governments as cited in ref. no. SRC/TS/CGOVT/3/61 dated 19/12/2014

Hardship Allowance

SRC says it will be paid as per circular on clarification on designated hardship areas in the civil service as cites in ref. no. OP/CAB/1/31A dated 7/12/2015 from the executive office of the president, chief of staff and head of public service and SRC circular on review of allowances in the public service as cited in ref. no. SRC/ADM/CIR/1/13 Vol. III (126) dated 10/12/2014

Daily Subsistence Allowances

SRC says it will be paid as per SRC circular on review of rates and cluster classification for purposes of payment of daily subsistence allowances local travel as in ref. no. SRC/ADM/CIR/1/13 Vol. IV (1) dated 20/11/2017 and subsequent SRC circular on corrigendum on circular review of review of rates and cluster.

SRC move will see county public workers losing benefits in allowances.

The changes have come at a time when World bank has instructed the government to review or abolish hardship allowances paid to its workers
