In primary school there are two job groups for senior teachers. Senior teacher I who is in job group C3 and Senior teacher II who is in job group C2.
For one to be appointed Senior teacher I (job group C3) he/she must have served as Senior teacher II (job group C2) for a minimum period of three years.
Below are the requirements for appointing Senior teacher II in primary schools according to Career Progression Guidelines (CPG).
SENIOR TEACHER II (T-SCALE 7) JOB GROUP C2
This is a promotional grade and an entry to the administrative cadre. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.
REQUIREMENTS FOR APPOINTMENT OF SENIOR TEACHER II (C2)
To qualify for appointment to the grade of Senior Teacher II, a teacher must: –
i. have served as Primary Teacher I T-Scale 6 (job group C1) for a minimum period of three (3) years;
ii. have satisfactory rating in the performance appraisal (TPAD) process;
iii. have successfully undertaken the relevant TPD modules;
iv. demonstrate ability to supervise, mentor and provide professional support to other teachers;
v. have a valid Teaching Certificate.
vi. meet the requirements of Chapter Six (6) of the Constitution; and
vii. meet any other requirement the Commission may deem necessary.
DUTIES AND RESPONSIBILITIES OF SENIOR TEACHER II (C2)
The duties of a teacher at this level shall be to:-
i. prepare lesson plans, lesson notes, timetables, schemes of work and maintain academic standards in the school to ensure that the syllabus is covered in time for evaluation;
ii. teach the subjects of specialization to impart knowledge and skills to the learners;
iii. evaluate the learners on subjects of specialisation and prepare them for national and other examinations;
iv. provide new ideas and programmes to ensure improvement in teaching and
learning in the subjects of specialisation;
v. embrace teamwork through collaborative planning and teaching to ensure consistency and improvement in curriculum delivery;
vi. serve as a role model and maintain learner discipline to create conducive environment for learning;
vii. provide guidance and counselling services to learners to instil norms and values for harmonious co-existence;
viii. organise workshops/seminars/ symposiums to share ideas, and further knowledge in subjects areas;
ix. organize remedial actions to support learners with performance gaps.
x. collect, collate and maintain all school records such as; enrolment, teaching and learning resources, evaluation records, attendance registers;
xi. organise and coordinate school based in-service programmes to build teachers capacity for improved teaching and learning;
xii. organise school based and zonal subject panels to facilitate sharing of knowledge, innovations and new trends;
xiii. coordinate gender mainstreaming issues for teachers and learners in curricular and co-curricular activities such as sports to ensure gender equity, equitable participation and maximization of potential of teachers and learners;
xiv. ensure discipline in school and arbitrate disputes among learners;
xv. supervise cleanliness of the school compound and ensure learners are tidy; and
xvi. serve as secretary to the school disciplinary committee.

There are teachers who served as senior teachers in the defunct Scheme of service and were not properly placed or considered when the current CPG was put in place instead, they were reduced to ordinary teachers. This lowered their personality amongst their colleagues and in the school community. Now that they hard served as administrators why are they not considered for C3 in this new arrangement? Don’t you feel that this calibre of teachers are so much demotivated and need to be considered first? Was CPG a tool that was brought in place to demote them or finish them? I believe that TSC CEO should consider promoting all Senior Teachers who served in the previous Teachers Scheme of Service.
Can ateacher who acted as a senior teacher without a letter from TSC, but a recommendation letter by the H/T and staff minutes from the teachers (all these scanned and send to TSC) qualify to be a senior teacher?

What does it mean a teacher serving in job group c2 for 3years then gets to job group c3 while a section of senior teachers stagnated at c2 since 2015?
Some senior teachers were promoted and have their letters of promotion but were never effected since 2017.

Senior teacher ll C2 in primary schools is a promotional grade. Now for one to be promoted to senior teacher l C3 the CPG demands that it is by competitive selection and availability of vacancies in the school which must have over 1000 pupils. Now that JSS have taken grade seven reducing the number of pupils in primary schools. if we still follows the CPG policy how will TSC promote these category of teachers?
On the last TSC promotion advert the senior teacher ll C2 in the areas not ASAL were not included what’s going to happen to them?
Additionally there are many primary schools with no D/head teachers and these schools are not in ASAL areas and the senior teacher ll C2 in these schools have been acting for more than 4years. According to the CPG policy for one to be promoted to D/head teacher ll C4 one must have served as senior teacher l C3 for a minimum period of 3 years as a senior teacher ll C2. How will these category of teachers going to be promoted? The employer TSC needs to clarify this situation for these category of teachers so that they can know their career path properly.

How one get toC3 if you have served as senior tr ii for than 3 yrs l have tried all avenues.. even with minutes and a letter signed by the hdtr to caree progression where l applied and was not shortlisted.. this is total frustration

Am Kobia Imuti,I was Appointed senior teacher Jan 2012 and issued with a letter.After getting a transfer,I was again appointed via staff minutes on may 2014. When the so called CBA came with my Diploma I was in job group k,I was put under senior teacher,11a.And have been serving.on Trying to apply for deputy ship the system declined.That is when I realized someone sat on My credations.How can I be helped . Having been in the list of school administrators and stagnated in c2 acting but no pay .
I have served in Grade C2 since 2017 upto date.Am I not liable to move to C3?Quite discouraging.

I feel a p1 teacher having taken a degree programme at Mmust is fit to teach Juniour secondary school even though attained a C.This is because of the many units and duration taken even without pup.
