The Teachers Service Commission (TSC) has received inadequate funding for confirming a total of 20,000 junior secondary school (JSS) intern teachers.
The Commission requires at least sh. 3.5 billions more to confirm the serving JSS intern teachers to permanent and pensionable (pnp) terms.
The teachers were recruited in November last year and were posted to schools in January but their one year internship contract ends on 31st December.
In the 2025 – 2026 budget estimates TSC has been allocated a total of sh 377 billion for teachers salaries and allowances.
However Treasury has allocated TSC only sh 7.2 billion towards junior secondary school intern teachers.
This amount is to cover stipend for the 20,000 JSS intern teachers and employment of at least 24,000 more interns.
Though their contract ends in December the teachers are likely to have their contracts renewed for another one year should the government fail to allocate more funding towards their confirmation.
Treasury CS John Mbadi said the national budget will be read on 12th June 2025 from 3:00pm in the Parliament.
However the government through the Treasury can plug the gap through the Supplementary Budget.
Should TSC get additional allocations through the Supplementary Budget, the confirmation process will start in October.
Other key allocations in the budget include shs. 28.9 billions for junior secondary schools capitation, sh. 51.8 billions for secondary school capitation and shs. 5.9 billions for examination fees.
Below is how the 20,000 JSS intern teachers are distributed countrywide per county.
