Ministry statement on Form 1 admission for learners who did not sit KCPE

To: All Sub County Directors of Education

PLACEMENT OF 2023 KCPE EXAMINATION REGISTERED CANDIDATES WHO DID NOT SIT FOR THE EXAMINATION IN SECONDARY SCHOOLS

The Ministry of Education is committed to implementing its policy on 100 percent Transition of all learners in Basic Education as well as ensuring  equity and fairness to all the learners.

In pursuit of this, the Ministry has made a provision for all the candidates who had registered for the 2023 KCPE examination but did not sit for various reasons, and are ready to transition to secondary education.

In this regard, the Ministry hereby issues the following guidelines on the  matter:

The Ministry of Education  has placed all the  2,564  candidates who had registered  for the

2023 KCPE examination and were confirmed by their respective Head-teachers as being available to sit for a supplementary examination into secondary schools to join  Form One.

Principals of the schools where the learners have been selected should allow them  to join Form One, and ensure that they  present the learners for the KCSE examination Qualifying Test before they complete their Form Three academic year;

This provision is strictly for the candidates who had registered for the 2023 KCPE examination and are existing in the KNEC database, with proof of not having been presented for the examination.   

A list of the candidates for each sub-county will be issued from my office for your reference;

The Sub-County Directors shall prepare a report to the Ministry at the end of Term I on the candidates In their respective sub-counties, indicating against each candidate, the secondary school they were admitted to.

Please ensure implementation of the directive as guided.
