The Ministry of Education has put public junior secondary schools on notice as government readies the release of funds into the school accounts.
The government is planning to release a whooping sh. 9.6 billion towards junior secondary education from early next month.
Primary school headteachers who are now acting Principals for junior secondary schools will be incharge of the funds together with their Boards of Management (BOM).
This move will give Sh15,000 per learner as capitation to facilitate free learning for Junior Secondary in public schools.
Also sh 4,000 will go towards improving the school infrastructure. The Ministry of Education through a circular will give a breakdown of how the funds will be used.
The Ministry of Education has warned that it will release funds to junior secondary school accounts according to the learners captured on the National Education Management Information System (Nemis).
Ministry officials say the junior secondary learners should be captured whether with or without birth certificate to help in logistics including the funding.
Initially there were complaints that feeding the learners into the system was difficult but the Ministry has since provided an alternative for schools to bypass the challenges of the online system.
Now schools can download and use an excel template provided on the system to fill learners and other required details then upload the template onto the Nemis to complete the registration process.
The acting junior secondary Principals have also been asked to ensure they provide the three school accounts on the Nemis system.
The accounts are; operational account, infrastructure account and the tuition account.
However questions on how the monies will be spent are yet to be answered especially because the school term is almost coming to an end with only three weeks remaining.
Junior secondary school learners are currently participating in games activities with their colleagues in primary school section.
Let the government give a way forward for those schools with only one learner in jss.
Kindly allow deleting of learners in junior secondary schools on the nemis portal once you make a mistake while registering them.
Schools have massive debts. A circular should be released soonest to easen work.

Interestingly I don’t understand why the JSS principals are restricted from utilizing the funds after accruing heavy debts in purchase of materials for the JSS,operations relating to it eg opening of accounts and facilitating for transport of JSS teachers training among other expenditures
