RE: CHARGING OF ILLEGAL LEVIES
The Ministry of Education has recently released for the implementation of Junior Secondary Education.
At the same time the Government has allocated a capitation grant of Ksh. 15,000 per child.
However the Ministry continues to receive complaints from aggrieved parents/guardians and other stakeholders on the unauthorized levies imposed by head teachers especially admission fees, purchase of desks and lunch money in complete contravention of the government policies and directives.
Your attention is drawn to regulations 44 of the Basic Education Act 2013 which states that “No Public school or institution shall issue alternative fees structure other than those approved by the Cabinet Secretary“.
In view of the above, you are directed to ensure that no public school charges unauthorized levies such as admission fees, desks and lunch unless the school has a previous authorized lunch programme for the whole school.
Subcounty Directors of Education have been instructed to visit all the schools in their jurisdiction to establish whether students are being sent away due to unauthorzed levies and forward such cases for administration action by 10th February 2023.

Ministry of education leadership are not serious. Ever since I was born there is nothing like free primary education and parents should be responsible for their children. For JSS ministry have not provided desks snd so let the parents buy. And to make work easier let those parents come with their own desks
First investigate whether the said 15000 has been sent to schools and if not what are pupils taking for lunch? If yes the government should sack the headteachers immediately.

We have already paid for lockers and adimision fee.

What happened to desks that were in those schools before the junior school? Where have they gone to?
Does it mean after they buy desks they will leave the school with the desks or will the desks remain? Will the grade seven be joining with desks every year? Let be mindful of those learners from poor background b4 we speak about them buying desks. It’s not right.

The ministry of education is no better than a scam.There has been nothing like free Education.We are paying for anything that we are told because it brings empty talks and do nothing in their endless theories.How can a school run without money.Please provide frameworks with operation policies including money,head teachers need these monies,Thankyou.
Buy desks?They can sit on stones in class,or on the floor and skip lunch and eat at home as parents wait for the government to act.It will act around 2028.
I paid 1000 for admission, 3000 to secure a chance and bought a desk at 5000.
I have a fee structure I can provide .
In my daughter’s public JSS we were told to pay 4000 kh for desks and we had to pay failure to that the child stayed outside class.
Schools in thika such as mountain view and Barack should be invesgated they are exploiting the parents

Some teachers are beating jss children bad they have just started new lessons.

I’ve this to say as a concerned parent.
1)MOE is trying on our kids, one teacher handling say Eng /Lit. Out of the many learning areas being taught in JSS
2)Let the MOE come clear on if the learners should go home for lunch or carry packed meals. //if it allows packed meals, incase of anything like such that can either cause food poisoning, let the teachers not be held responsible.
3)Can the MoE send vote heads for the 15,000. Then let the MoE credit the whole amount to school accounts.
4)MoE TO INVESTIGATE SUB-COUNTY EDUCATION OFFICES, AND EVEN COUNTY EDUCATION OFFICES. In most cases the officers on realization that fss funds or Fpe Funds are on various school acc, they come up with many meetings, they visit schools and they demand HOI or principals to give them money.
We’ve even what they call office support fund. The monies end up in hands of officers. HOI or Principals waki kataa kupeana, transfer to far away schools. Has the CS noted that?

Pay Ksh 200 for knec results,pay Ksh 3500 admission fees.In the form there is again an indication that the parents should pay Ksh 600 assessment fees.
On top the parent is buying a locker and a chair.Yet this is a public school.But the H/T has all the connections and things look very normal in the guise of”Hii ni Kenya and Who do you know?”Everyone knows of all these issues but one wonders what the intelligence and education stakeholders are doing.This is someone using their office to enrich themselves.
We’ve done payment but no where to complain and if at all you complain your child will be sidelined so we as parents just have to adhere to what has been set at school, I attended a school meeting that had a lot of threats from the school administration so we pass through a lot.
A good governance monitors it’s police to make clear checks and balances . circulars and no follow ups encourages dead heart and promotes infidelity
