The Teachers Service Commission (TSC) will pay salary increment to a number of teachers this month of July.
The Commission will effect payrise to teachers who are on permanent and pensionable terms. This does not include intern teachers and teachers on contract.
Kindly note that TSC and teachers unions Knut, Kuppet and Kusnet have not come to agreement to review the CBA 2021 – 2025 to include salary changes for teachers.
TSC and Knut have already made it clear that if there shall be any changes on salary component in the CBA then this will only happen after the 2022 general elections. Also the agreed salary changes can only be effected after July 2023 budget.
Below are the category of teachers set to earn salary increment this July 2022.
1. SCHOOL ADMINISTRATORS IN GRADES C4, C5, D1, D2, D3 and D4
The Commission has listed six job groups where school administrators belong that will earn salary increment with arrears this July.
According to TSC these teachers are eligible for payrise because they have not reached their maximum salary points popularly known as ‘bar according to the CBA 2017 -2021 terms.
TSC says grades C4, C5, D1, D2, D3 and D4 have not yet attained the maximum salary points provided for in the CBA 2017 – 2021 salary banding.
TSC says it will extend the salary points for these grades starting 1st July 2020.
The Commission will pay the teachers their salary increment with arrears from the date they attained the maximum salary point to January 2022.
“The arrears will be processed by July 2022 when funds become available,” said the Commission.
Below is a summary of the extended salary points from Grade C4 to D4.

According to the table above grade C4, C5, D1 and D4 the elongated salary scale points are from point three to seven.
While grades D2 and D3 the elongated salary scale points are from point two to seven. The arrears will be paid this month.
However TSC says teachers in grades B5, C1, C2, C3 and D5 will not get payrise because they are not eligible according to the CBA 2017 -2021 terms.
TSC says the teachers have reached their maximum salary points and therefore it will not be possible for their salaries to progress upward.
“Grades B5, C1, C2, C3, and D5 have reached the maximum salary points provided for in the banding by the completion of the cycle for CBA 2017 – 2021,” said Nancy Macharia in the document.
2. TSC TEACHERS ON PERMANENT AND PENSIONABLE TERMS
The other category of teachers who will see salary changes this month are those who are on permanent and pensionable terms and have completed at least one year in service.
The teachers will earn what is called annual salary increment paid yearly to teachers on permanent terms.
The coming of Career Progression Guidelines (CPG) ended job stagnation unlike in Schemes of Service (SoS) where a teacher would work and retire in same job group.
The lowest grade teachers, B5, also known as Primary Teacher II, will get at least sh. 1,000 in increment.
The Commission was allocated the lion’s share of Sh298.37 billion of the Sh3.33 trillion national budget.
The money includes Sh297.72 billion in recurrent expenditure and Sh656 million for development.
A total of Sh289.97 billion allocated to TSC will finance teacher resource management, Sh1.16 billion will be spent for governance and standards, and Sh7.24 billion for general administration, planning and support services.
According to CBA 2021 – 2025 teachers in lowest job group, B5, will move gradually till they reach their maximum salary point of sh. 27,195.
The same applies to teachers in other job groups. For example currently a teacher in job group C1 also known as Primary Teacher I earns a basic salary of sh. 30,405.
This teacher has not attained the maximum salary point of sh. 33,994 which he will meet through annual salary increments determined by number of notches.
Annual salary increment used to be paid to teachers depending on the month they were absorbed into TSC payroll.
However after coming of the CPG and signing of CBA 2017 – 2021 this changed as teachers were automatically moved to new job groups same month of July.

What happened to the arrears of the teachers who did not exit Knut ? I have waited for Soo long…..
What about the school’s ict /TPAD Champions.They are doing so much engaging duties yet the tsc is just mute on them.Hope they are human beings too.
I am an administrator as a deputy htr and didn’t get my arrears as earlier promised. Some of us are going to retire soon. Hoping to get this arrears by the end of this August.
