The Teachers Service Commission (TSC) has launched a new Teacher Performance and Appraisal Development (TPAD) tool.
TSC has also made some changes to Performance Contracting (PC) tool for Heads of Institutions (HOI).
The Commission has revised the TPAD by including some changes. This was revealed during the training of teachers on the new TPAD in nine counties.
The new changes unveiled by TSC touch on TPAD, PC and the lesson observation tool.
The Commission identified nine counties Nairobi, Mombasa, Kisumu, Nyeri, Meru, Baringo, Kajiado, Garissa and Vihiga where piloting of the new changes will happen before it can be used countrywide.
The trials on the new changes which started on 17th March will end tomorrow 21st March 2025.
The new tool an upgrade from the TPAD 2 is now known as TPAD 3 with a number of changes integrated to enhance monitoring and performance.
In the new TPAD 3 portal the teaching standards have been reduced from 5 to 4. The TPAD link will change from tpad2.tsc.ke to portal.tsc.go.ke.
The new TPAD 3 is not yet activated since piloting is not finalized. The four new TPAD teaching standards will now involve
🪀 Effective curriculum delivery
🪀Comprehensive leaner centred environment
🪀Integration of technology in teaching and learning
🪀Teacher professional growth and development.
As noticed under teacher professional growth and development, on the last target, a teacher must maintain appropriate grooming in the learning environment which has a maximum of 4 point.
Under a comprehensive learner environment, a teacher must be able to facilitate games and sports and creative arts activities.
Two Teacher Professional Development (TPD) modules where one will be paid by the employer (TSC) and the other paid by the teacher would earn one differently towards promotion.
The two TPD modules will be mandatory for each teacher per year. TSC plans to launch mandatory TPD training in December 2025.
TPAD which is an open appraisal system allows teachers in primary and secondary schools to participate in evaluating their own performance and initiate their professional development.
Through the appraisal and development system, TSC aims to empower teachers to regain the lost glory of the teaching profession and public confidence and support.
TSC uses TPAD to promote its teachers. During promotion interviews teachers must download and produce evidence of TPAD compliance for them to be considered.
Below is memo that was sent to TSC County and Regional Directors on training of teachers on TPAD and RLM.

INTERNAL MEMO
TO: TSC REGIONAL AND COUNTY DIRECTORS
REF: TSC/DTPM/MEMOS/CD/40 VOL.III/6
DATE: 20TH FEBRUARY, 2025
RE: TRAINING OF TEACHERS ON REVISED TEACHER PERFORMANCE APPRAISAL AND DEVELOPMENT AND REMOTE LEARNING METHODOLOGY
The Teachers Service Commission, is in the process of reviewing and upgrading the Teacher Evaluation Tools to align them to the existing education and technology changes.
These tools include Teacher Performance Appraisal and Development (TPAD), Performance Contracting (PC) and Lesson Observation Tool.
To achieve this, the Commission identified nine counties which are Nairobi, Mombasa, Kisumu, Nyeri, Meru, Baringo, Kajiado, Garissa and Vihiga for piloting the proposed revision and upgrades.
In September 2024, a technical team comprising of officers for TSC Headquarters, visited the Pilot Counties to collect data from teachers, deputy and heads of institutions on TPAD teaching standards, PC criteria and Lesson Observation Standards.
In the next step, the Commission is seeking to concretize the proposed revisions and upgrades through trials in real classroom and school environment.
These trails are scheduled to be carried out from 17th to 21st March 2025.
Purpose
To train five hundred and fifty six (556) Trainer of Trainers or Champions in each of the nine counties on;
- Proposed TPAD Teaching Standards
- TPAD 3.0 Dummy System
- Lesson Observation Standards, Tool and Rating
- Use of Remote Learning Methodologies for Teaching and Learning
Target
The Commission expects each county to train 556 teachers in seven learning areas in the four levels of public learning institutions – primary, junior, secondary and Teacher Training Colleges.
Table 1 shows a detailed breakdown on the target number of teachers in each level.
