RE: TRAINING OF TEACHERS ON REVISED TEACHER PERFORMANCE APPRAISAL AND DEVELOPMENT AND REMOTE LEARNING METHODOLOGY
The Teachers Service Commission, is in the process of reviewing and upgrading the Teacher Evaluation Tools to align them to the existing education and technology changes.
These tools include Teacher Performance Appraisal and Development (TPAD), Performance Contracting (PC) and Lesson Observation Tool.
To achieve this, the Commission identified nine counties which are Nairobi, Mombasa, Kisumu, Nyeri, Meru, Baringo, Kajiado, Garissa and Vihiga for piloting the proposed revision and upgrades.
In September 2024, a technical team comprising of officers for TSC Headquarters, visited the Pilot Counties to collect data from teachers, deputy and heads of institutions on TPAD teaching standards, PC criteria and Lesson Observation Standards.
In the next step, the Commission is seeking to concretize the proposed revisions and upgrades through trials in real classroom and school environment.
These trails are scheduled to be carried out from 17th to 21st March 2025.
Purpose
To train five hundred and fifty six (556) Trainer of Trainers or Champions in each of the nine counties on;
- Proposed TPAD Teaching Standards
- TPAD 3.0 Dummy System
- Lesson Observation Standards, Tool and Rating
- Use of Remote Learning Methodologies for Teaching and Learning
Target
The Commission expects each county to train 556 teachers in seven learning areas in the four levels of public learning institutions – primary, junior, secondary and Teacher Training Colleges.
Table 1 shows a detailed breakdown on the target number of teachers in each level.

Methodology
To ensure quality training and active participation by teachers during the 2 day training the county are required to identify TWO venues which are centrally located and with adequate facilities.
These venues should be able to provide hall for opening session and four separate rooms for class discussions – primary science, primary social studies, junior school and secondary TTCs.
Teachers will be trained in Two Separate Cohorts in each venue as shown in Table 2 and 3.

Notes
- Each Venue will host 139 participants for four days from Tuesday to Friday
- Each champion teacher will be trained on how to run the protocols for lesson observation and TPAD dummy in their respective schools during the practicum
- The trials to be implemented without interrupting the school timetable
County Venues are those selected by the Counties to be used for training of teachers
School Based means the teachers will conduct lesson observation and TPAD dummy trials in their schools
Class Sizes
To guarantee quality and active participation during the training the Commission recommends that teachers split in four groups for Primary and Junior – Sciences, Primary and Junior – Social Sciences, Secondary and TTC – Sciences and Secondary and TTC – Humanities.
Table 4 shows number of teachers to be invited in the seven subject/learning areas.

3. Identify Four Field Officers (1 SCD, 2 CSO – Regular and 1 CSO – SNE) to support the trainings at he County level to support the Facilitators.
4. Identify Four teachers in each Cohort to be mentored as facilitator during the training.
