President William has on Thursday 27th November, 2025, met Kenya Junior School Education Assessment (KJSEA) examiners in Nairobi.
Ruto met the teachers mostly being junior secondary school (JSS) teachers stationed at State House Girls High School for KJSEA marking exercise.
The JSS teachers raised the issue of autonomy asking the President to intervene and make the institution independent.
The institution is currently being hosted inside primary school and are headed by primary school headteachers who are currently the acting Principals.
“I have heard you and I think you have a point. I will have a talk with the Teachers Service Commission, which is an independent institution on what they are going to do,” said Ruto amid applause.
Ruto applauded the JSS teachers for the good work they are doing. He said his government has hired teachers and over eighty percent are JSS teachers.
The junior school teachers raised the following key issues to the President which they said are frustrating them.
1. They want clear career progression guidelines for the JSS teachers.
2. They want to be granted full autonomy because they don’t want to work under primary school headteachers.
3. They don’t want to work in primary school environment.
In September this year the teachers carried out nationwide demos to force institution autonomy among other plights affecting them.
This added pressure leading to members from both houses i.e Senators and MPs to propose a JSS autonomy law.
Both Knut and Kepsha are fighting to block the institution from being independent.
Recently Kuppet proposed the JSS teachers to be redeployed to senior schools and the junior school classes taken over by qualified primary school teachers.
Should the Senate and Parliament proposal materialize the teachers will have their own administrators and a clear career path.
Knec will end the two week KJSEA marking exercise on Friday 28th November to allow KCSE marking to begin.
