Non payment of Postal boxes for institutions (Circular)

RE: NON PAYMENT OF POSTAL BOXES  FOR INSTITUTIONS

The Ministry is in  receipt of a letter from Postal Corporation of Kenya in which it has emerged that  many schools have not  been paying for the postal boxes they have rented  from  the Kenya Postal  Corporation.

Consequently,  the  schools  have  accumulated arrears  totaling  to Kshs  185,639,304.

As you are  aware, the  government  model of financing schools  is based  on  disbursement  of  capitation to both Primary  and  Secondary  schools.   

Under  account 2 (General  Account) in  both the FPE and FDSE disbursement model, schools are given funds to meet the various operation  costs.   

It is against this back that schools would be expected to among other expenditures pay for  services rendered by the Kenya Postal  Corporation.

The Ministry note with concern the  non-payment of the rental  boxes  fee  and direct you to ensure schools under your jurisdiction attend to this  obligation.  

Schools should be  advised to visit the Postal Corporation offices where they  have rented the boxes to check the balances they owe and also arrange with the respective branch managers on modalities of clearing the balances.

The County Directors of Education are asked to ensure schools under their jurisdiction receive this communication and that action is taken to address the issue.
