Ministry programme for recruiting P1, ECDE teachers for Diploma upgrading

PROGRAMME AND PROCEDURES FOR P1 AND ECDE TEACHER UPGRADING TO DIPLOMA IN PRIMARY AND ECDE TEACHER EDUCATION YEAR 2021

As you are aware Kenya began the implementation of the Competency Based Curriculum (CBC) in 2017.  In line with the reformed curriculum, the Ministry has developed a Teacher Education Curriculum Framework and designs for Pre-service teacher trainees and upgrade programme for P1 and ECDE teachers to align them to CBC.

In relation to the above, the upgrade programme for trained teachers not in service has been advertised and registration is in progress. Below please find the advert and the programme of activities for the above cited exercise for your necessary action.

UPGRADING PROGRAM INTAKE FOR THE YEAR 2021

  1. FROM ECDE CERTIFICATE TO DIPLOMA IN EARLY CHILDHOOD TEACHER EDUCATION (DECTE)
  2. FROM PRIMARY TEACHER EDUCATION CERTIFICATE TO DIPLOMA IN PRIMARY TEACHER EDUCATION (DPTE)

All applicants who wish to be considered for admission in Teacher Training Colleges for upgrading from Certificate ECDE and Primary Teacher Education (PTE) to Diploma in Early Childhood Teacher Education (DECTE) and Diploma Primary Teacher Education (DPTE) respectively are invited to apply. 

This is an upgrading program for the trained teachers in the above categories who are not in service.  The school based upgrading program to benefit teachers in service will be available once the school Calendar normalizes. Application forms are available on the Ministry of Education website www.education.go.ke.  The forms can be downloaded from the Ministry’s website or hard copies are available in the County Directors of Education (CDEs) offices at no cost.

Duly filled application forms should be submitted to the Sub County Director Education offices from Thursday 29th July to 13th August, 2021 by the applicants in person. 

Those with special needs are encouraged to apply.

Candidates are advised to register in only one Centre.  Double registration will lead to automatic disqualification.

The letter of offer will stipulate the fees and other requirements.

ENTRY REQUIREMENTS FOR UPGRADING TO DIPLOMA IN EARLY CHILDHOOD TEACHER EDUCATION

  1. The applicant must possess a valid ECDE Certificate.
  2. The applicant must be registered by the Teachers Service Commission.
  3. The duration of the Course shall be 1890 Hours.
  4. The course shall be fully residential.
  5. The trainee shall take all courses specified in the upgrading programme of Diploma in Early Childhood Teacher Education (DECTE).
  6. The trainees shall undertake a Teaching Practicum of 300 Hours.
  7. To be awarded the Diploma, the trainee must complete the required hours for Course Work and pass the stipulated assessment by the Kenya National Examination Council.
  8. Applicants shall be required to produce evidence of adherence to positive moral values and good behavior.

  •       CONSTITUTION OF RECRUITMENT PANELS

2.1 Each SCDE will constitute a panel per zone to conduct the registration exercise. The Panel Membership will comprise of the following: –

  • Sub-County Director of Education (SCDE) –                              Chairman
  • Sub-County QASO                                                            –             Member
  • Curriculum Support Officer                                                           Secretary
  • KNUT Representative                                                          –          Member
  • KEPSHA Representative                                                      –          Member
  • All the SCDE’s will be required to brief the panel members on the following: –     
  • Registration requirements and Procedures.
  • Organization and preparation of Zonal Registration forms.

NB:  All qualified applicants who wish to apply should download the registration forms from the Ministry’s website; www.education.go.ke (Form A)

3.0       REQUIREMENTS AND PROCEDURES FOR REGISTRATION OF APPLICANTS

            The following notes should be read carefully and SCDEs are required to ensure that all panel members have understood before the registration exercise begins:        

3.1       Point to Note

  • The Sub-County Director shall countersign the registration lists before submission to the CDEs.
  • The Chairman of the panel will stamp and sign all the copies of the registration list before submission to the CDE

3.1.1    All applicants wishing to be considered for upgrade in Diploma Primary Teacher Training

            Colleges will be required to register in person at their home Sub- Counties.

3.1.2    Applicants living in cities must also be considered for registration upon production of Kenyan Identity Card.

3.1.3    Only applicants with P1 and ECDE certificates will be registered for upgrading.  

3.2       Registration Requirements

3.2.2    Documents

Each candidate will be required to present original and copies of the documents stated in in (a) to (h), copies should be attached to the registration form.

  • A valid copy of PTE/ECDE certificate
  • Certificate of registration by Teachers Service Commission ( for those who graduated before 2020)
  • A certified copy of Identity Card (both sides)
  • A certified copy of College Leaving Certificate.
  • A certified copy of Co-curricular Activity Certificate obtained (if any).
  • KCSE certificate
  • 2 recent passport size photographs
  • A letter as evidence of adherence to positive moral values and good behavior

3.3       Registration Process (Document A)

3.3.1    Registration will commence at 8.00 a.m. and end at 5.00 p.m. on official working days.

3.3.2    Each applicant will fill the relevant section of the registration form and other section will be left for official use.

3.3.3    After the applicant has filled the registration forms and attached certified copies of his/her

            Documents, he/she should immediately hand over to the Sub-County or as may be

            advised by the SCDE.

3.3.4    The SCDE and the panel will be required to counter – check against copies of certificates

            and the Information entered in the registration forms by the applicants, to ascertain its

            correctness.

4.0      REGISTRATION SHEET (DOCUMENT B)

4.1       After the panel members have completed the registration process in document B1 for DPTE and B2 for DECTE registration sheets should be prepared, separate for male and female, indicating all details of the applicants such as names, ID number and type of any disability.  These sheets should be handwritten.

4.2       At least two names of the applicant must be written in full and others initialed

4.3       Indicate the grade and points in the columns provided for PTE Grade and PTE points.

4.4       Registration sheets will be prepared in three clear copies

4. 5    The Panel Members should indicate any disability which the applicants may have

           e.g. hearing and visually impairment.

5.0       SUPERVISION OF THE RECRUITMENT EXERCISE

5.1       While the Sub-County Directors of Education will be in-charge of the whole exercise from the time of registration of the applicants to the time of submission of the registration forms to the CDEs, RDEs shallensure the exercise is done professionally and that time lines are met to avoid delaying the process of submission to the MOE Headquarters

5.2       The Panel Chairman will be held responsible for accuracy of all the information in the registration lists e.g., PTE grade and PTE points.

6.0       DOCUMENTS TO BE SUBMITTED TO THE MINISTRY HEADQUARTERS

The following documents should be submitted to the Ministry headquarters by the     CDEs for all their Sub-Counties and zones accompanied by a covering letter

  • Registration list (original) for male and female applicants       –           Document B1 & B2   in both soft and hard copies per sub-county and a summary for

DECTE and DPTE respectively per Zone

            (b) Nil returns Form for any sub- county                                         –       Document C

All Application forms for applicants shall be retained by the SCDEs.  They should contain: –

  • 2 passport size photographs taken recently.
  • A copy of the academic certificate.
  • A copy of College leaving certificate.
  • A copy of PTE/ECDE Certificate.
  • One copy of National Identity Card (both sides)
  • Copy of TSC Registration Certificate where applicable

7. 0      COLLECTION OF ADMISSION LETTERS BY CDEs TO ISSUE TO THE SELECTED APPLICANTS AT THE SUB-COUNTIES

  • Zonal lists of selected applicants packed per sub-county together with the actual admission letters for selected applicants will be collected from Jogoo House ‘B’ Room 116 Monday 20th September, 2021 (No posting of admission letters will be done).
  • Each student must collect his/her letter in person, and sign for it.
  • All uncollected admission letters for the applicants will be returned, to the Ministry Headquarters not later than Monday 13th October, 2021.

8.0       OTHER IMPORTANT POINTS TO NOTE

8.1       The following must be strictly observed: –

  • KNUT’s representative’s signature and rubber stamp SHALL appear on each Registration list.
  • SCDE’s rubber stamp and signature SHALL appear on each Registration list.
  • Every applicant’s I.D Number must be clearly written on the registration forms and Registration lists.
  • Every applicant’s correct phone No. must be written on the registration sheet and Registration lists.
  • The applicants PTE grade should be written clearly.
  • The nature of the applicant’s disability where applicable must be specified.
  • Registration Lists should be neat and legible e.g. No rubbing, crossing, pasting or white out are allowed.
  • Deadline for Submission must be strictly observed by all CDEs.
