RE: NOMINATION AND APPOINTMENT OF BOARDS OF MANAGEMENT OF BASIC EDUCATION INSTITUHONS

Reference is made to our circular Ref No. MOE.HQS/3/6/90 dated 4 th October, 2021 on the above subject matter.Ministry circular barring teachers from being BOM members

The various nomination panels are mandated to carry out the task of proposing persons under Section 36 of the Basic Education Act, 2014.Ministry circular barring teachers from being BOM members

It has become necessary to issue the following instructions;

1. It has been decided that employees of Ministry of Education and Teachers Service Commission shall not be nominated for appointment to Boards of Management.

This however does not apply to appointments of Teacher Representative done under Section 56 (1) (c) of the same Act and the Head of Institution who is the Secretary of the Board of Management as per Section 62 (1) of the Act.

This is done to avoid officers getting conflicted in the discharge Ministry circular barring teachers from being BOM membersof their duties.

2. Similarly, the composition of the Parents Association should be done with a Ministry circular barring teachers from being BOM membersview of conforming to the instructions when it comes to co-option of such persons into the Boards of Management.

Any nominations that may have been done contrary to the above instructions should be revoked with immediate effect.

Bring this to the attention of all Principals and Headteachers of Basic Education Institutions under your purview.
