C3 and C4 teachers scramble to replace retiring school heads in July

Its a battle and its vicious involving teachers in grades C3 and C4 in primary schools. They both want to succeed retiring headteachers in July 2022.

Thousands of school heads, both in primary and secondary schools, will be retiring in two months time after attaining their retirement age.

In addition the Teachers Service Commission (TSC) will send packing a total of 1,025 school heads whose two year contracts will end in July.

The Commission had employed a total of 1,594 headteachers and principals on contract in the year 2020 after they had attained the mandatory retirement age.

The Commission CEO Dr Nancy Macharia said the school heads will be released to allow fresh recruitment to take place.

However Macharia said the Commission will retain 569 of the school heads whose contract have been extended till December 2022 owing to stability of schools.

After TSC carried out a job evaluation in 2016, it did away with Schemes of Service (SoS) and came up with Career Progression Guidelines (CPG) as system for grading teachers.

Here TSC placed senior teachers in primary schools in two groups. Senior Teacher II (T – Scale 7) also commonly known as grade C2 and Senior Teacher I (T – Scale 8) commonly known as grade C3.

In primary schools, Grade C2 is an entry grade into the administrative cadre. These C2 teachers move to grade C3 after completing three years.

On the other hand grade C4 teachers also known as Deputy Headteacher II (T – Scale 9) are deputy headteachers.

Both C3 and C4 teachers are eligible to succeed the retiring school headteachers owing to the vast experiences they have gained in running schools.

In September last year TSC advertised mass recruitment of school administrators for primary and secondary schools and teacher training colleges as well as field officers.

They included Principal, Deputy Principal II and III, Curriculum Support Officer I and II, Senior Lecture I and II, Senior Master II, III and IV, Secondary Teacher I and II, Headteacher, Deputy Headteacher I and II, Senior Teacher I and II, Primary Teacher I.

Applicants were required to upload the following documents during application;

a) Letter of appointment to the current grade

b) Letter of appointment to the current responsibility

c) Certificate of good conduct from Directorate of Criminal Investigations

d) Clearance certificate by Higher Education Loans Board (HELB)

e) Clearance application from Ethics and Anti Corruption Commission

f) Clearance certificate from a Credit Reference Bureau (CRB)

g) Tax compliance certificate from Kenya Revenue Authority (KRA)
