Ministry circular addressed to all TSC teachers dated 4th February

RE: REMINDER ON COMPILANCE WITH TSC CIRCULAR NO. 3 OF 2010 AND CIRCUIAR NO. 14 OF 2018 ON PROTECHON OF PUPILS AND STUDENTS

The Ministry wishes to remind all education officers and teachers of the provisions of TSC Circular No. 3 of 2010 and TSC Circular No. 14 of 2018 on the protection, safety, and welfare of pupils and students (leaners).

This reminder particularly applies to all activities involving learners, including but not limited to:

  • Sports and games
  • Drama, music, and creative arts activities
  • Training sessions and rehearsals, including National Celebrations
  • Educational tours and excursions
  • Scouts, Girl Guides, symposia, contests, and related activities
  • Any other school-related programs conducted within or outside school premises

In this regard, all officers are required to strictly observe the following:

1. Accompaniment of Learners

    All pupils/ students pariicipaiing in any school activity must be accompanied by at least one registered teacher of the same gender, with consideration given to the number of learners involved at all times.

    2. Engagement of Registered Teachers Only

    Persons who are not registered teachers, as well as deregistered teachers, must not be incorporated in school programs to teach, train, handle, manage, supervise, or accompany learners in any capacity.

    3. Exclusion of Retired Officers and Teachers        

    Retired teachers or officers are strictly prohibited from handling learners or serving as officials, trainers, or supervisors of school teams and groups.

    All Regional, County, and Sub-County Directors of Educatiou are directed to circulate this information to ail institutions under their jurisdiction and ensure strict compliance.

    Any breach of these directives will attract appropriate administrative action in accordance with existing regulations.

    Please treat this matter with the urgency and seriousness it deserves in order to safeguard the welfare, safety, and dignity of all learners.
