TO ALL COUNTY DIRECTORS OF EDUCATION
SUBJECT: VERIFICATION OF EDUCATION DATA FOR PRIMARY, JUNIOR AND SECONDARY SCHOOLS
The Ministry of Education is mandated to ensure that all learners access inclusive, quality and relevant education at all levels.
Part of the process requires quality education data which is collected through the National Education Management Information System (NEMIS).
The Ministry is in the process of operationalizing the Kenya Education Management Information System (KEMIS) as the single source of accurate and reliable data.
This system is being established following the recommendation of the Presidential Working Party on Education Reforms.
The system will support planning, policy formulation, resource allocation, monitoring, and reporting across all levels of education.
To ensure accuracy and integrity of the data, all County Directors of Education are hereby directed to coordinate data validation exercise within their respective jurisdictions for all Primary, Junior and Secondary Schools.
The exercise will focus on the following critical areas:
1) School Profile Data: Contact information, and categorization
2) Head of Institution Profile Data: Details of the head of institution
3) Bank Account Details: School accounts for operation and tuition
4) Enrollment Data: Number of learners by grade, gender, and special needs status
Responsibilities of County Directors of Education
- Mobilize Sub County Directors of Education and Heads of Institutions to carry out school-level data validation
- Ensure that all schools and Sub County Directors submit validated data using the prescribed links

- Provide oversight to ensure data accuracy, competencies, and consistency and;
- Ensure all reports are submitted via the provided channels by September 5, 2025
The Ministry underscores the importance of this exercise as a prerequisite for data onboarding onto KEMIS.
Only schools whose data has been fully validated will be activated on the system to receive education services.
