TSC resort to drastic measures amid mass retirement of headteachers

The Teachers Service Commission (TSC) has resorted to measures to address huge number of headteachers and deputies exiting the teaching service.

In December 2023 a total of 2,400 headteachers were retired after attaining the mandatory retirement age.

Though the Commission advertised a total of 36,505 promotion vacancies for primary and secondary school teachers in September, details have emerged that more than 1,000 headteachers exited the service in January 31st withother expected to retire in February hence creating further crisis in schools.

Details have also emerged that TSC will issue promotion letters to successful teachers in March hence the need for quick fix.

In a memo addressed to County and Sub-County Directors, TSC has ordered to be furnished with details of teachers who are in job group C4 and C5 and not serving in any administrative capacity.

School Heads of Institutions (HOI’s) have been asked to forward the details of their teachers who are in C4 and C5 but not serving as heads or deputies.

The Commission plans to issue the classroom teachers in job group C4 and C5 with promotion letters to serve as deputy and headteachers respectively.

However sources reveal that many classroom teachers who are in such job groups were already promoted to serve as heads and deputies.

By promoting the classroom teachers serving in such job groups TSC will cut the cost for paying more for the administration of schools.

Many teachers who attended promotion interviews are waiting with bated breath for the promotion results.

Primary school teachers attended the promotion interview in December 2023 while their colleagues in secondary attended theirs in January 2024.

TSC shortlisted a total of one hundred and fifty thousands teachers to compete for the 36,505 promotional vacancies.

The Commission will all interview attendees with letters. Those successful will be issued with promotional letters while the unsuccessful ones will get regret letters.

Those successful will have to produce five chapter six documents in line with the constitution of Kenya to complete their promotion.

Below are the five documents that are mandatory inline with Chapter six of the Kenyan Constitution on ‘Leadership and Integrity’.

  • Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI) cost 1,050/-
  • Clearance Certificate from the Higher Education Loans Board (HELB) cost Free
  • Tax Compliance Certificate from Kenya Revenue Authority (KRA) cost Free
  • Clearance from Ethics and Anti-Corruption Commission (EACC) cost Free
  • A Clearance Certificate from an approved Credit Reference Bureau (CRB) cost 2,200/-
