TSC to convert 15,000 intern teachers to pnp annually

The Teachers Service Commission (TSC) will convert 15,000 serving intern teachers to permanent and pensionable terms (pnp) yearly.

These are intern teachers in primary and junior secondary schools as well as 8.4.4 secondary establishment.

This will help address the severe teacher shortage as well as replacing the ever retiring teachers.

In the December 2022 recruitment advert TSC advertised 35,550 teaching vacancies. Of these 21,550 were junior secondary school posts on internship.

4,000 posts were internship vacancies in primary schools. Only 10,000 posts were for ‘pnp’ terms where 9,000 vacancies were for junior secondary and 1,000 for primary schools.

However there is light at the end of the tunnel as the Commission now says it will absorb a good number of intern teachers into its pnp payroll each end year.

In January TSC converted all 2022 serving intern teachers into permanent and pensionable terms of service.

In a memo dated 11th January 2023 the Commission said the teachers need not apply as their details are processed.

“The Board has resolved that all teachers who were serving on internship programme in 2022 be absorbed on permanent and pensionable terms of service in the ongoing teacher recruitment process….The purpose of this memo is therefore to request that all the 2022 teacher interns should not be deleted from the payroll awaiting the processing of their employment on Permanent and Pensionable terms of service,” read the memo TSC Director of Staffing.

According to TSC teacher interns attached to Primary schools are eligible for a monthly stipend of Kshs. 15,000/=, while those attached to Junior Secondary schools will be eligible for a monthly stipend of Kshs. 20,000/=.

However the stipend will be paid subject to statutory deductions, where applicable.

The Teacher Internship Programme is a one year programme meant to equip and sustain competencies of persons entering the teaching service.

The programme targets unemployed registered teachers to be assigned to learning institutions where their teaching experience will be enhanced through mentorship, coaching and exposure to practical teaching experience.

Requirements for employing intern teachers in junior secondary

i) National identification card;

ii) Certificate of Registration as a teacher;

iii) Diploma/Degree certificate and official transcripts;

iv) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

v) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

vi) Primary and Secondary School leaving certificates and other relevant testimonials;

vii) National Council of Persons with Disabilities (NCPWD) Card (where applicable);

viii) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names;

ix) Letter of certification of results by KNEC (where applicable).

g) Letter of Certification of results by KNEC (where applicable);
