The Teachers Service Commission (TSC) has started deployment process for primary school teachers to teach in junior secondary school in January.
The Commission had ordered to be furnished with details of primary school teachers with qualifications to teach in junior secondary schools.
The teachers will help plug in the huge deficit the Commission is facing when schools reopen on 23rd January.
TSC asked primary school headteachers to fill and submit a template it had provided to help in getting the teachers who will teach Grade 7 learners in January.
Details which TSC wanted the school heads to provide urgently through an excel template include;

The Commission has started to release deployment letters to primary school teachers who submitted their Diploma and Degree certificates and received acknowledgement letters.
Sources say close to 700 deployment letters have been released by the Commission and are heading to the counties.
It is estimated that around 17,000 primary school teachers have qualifications to teach in secondary school.
The Commission needs at least 60,000 teachers to handle Grade 7 learners later this month.
So far TSC is recruiting 30,550 teachers for junior secondary school which starts in January 2023.
Of these 9,000 posts are for permanent and pensionable terms of service for secondary school teachers who will be posted to junior secondary schools.
Another 21,550 posts went to recruitment of teacher interns in junior secondary schools. The teachers will be posted before schools reopen on 23rd January.
Junior secondary school has opened a door of opportunities for promotion of primary school classroom teachers who upgraded their PTE certificates to Diploma and Degree certificates.
However TSC is still adamant that only primary school teachers with qualifications to teach in secondary school will be allowed to teach in junior secondary.
This means only primary school teachers with Diploma and Degree certificates in secondary option will be considered for deployment to junior secondary school.
This move automatically locks out teachers with other Diploma and Degree certificates;
Below is the list of Diploma and Degree certificates not considered in junior secondary teaching.
1) Diploma in Special Needs Education (SNE)
2) Degree in Special Needs Education (SNE)
3) Diploma in Early Childhood Development Education (ECDE)
4) Degree in Early Childhood Development Education (ECDE)
5) Diploma in Education (Primary option)
6) Degree in Education (Primary option)
7) Diploma in Education (Secondary option) but lacking C+ at KCSE or C+ in teaching subjects.
8) Degree in Education (Secondary option) but lacking C+ at KCSE or C+ in teaching subjects.
9) Any other Diploma and Degree certificate apart from Diploma and Degree secondary option
When TSC chairperson Mr Jamleck Muturi and TSC head of legal affairs Mr Calvin Anyuor appeared before the Education and Research Committee of the National Assembly three weeks ago they said they have a plan to deploy primary school teachers to teach in junior high.
Mr Anyuor, who was representing TSC CEO Dr. Nancy Macharia, said the process to deploy P1 teachers with Diploma and Degree certificates to teach Grade 7 class in January has already started.
“We are currently mapping those teachers and shortly we’ll get the numbers right,” said Anyuor.
The deployment of primary school teachers was necessitated after it was revealed that TSC has allocated only one teacher per class for junior secondary.
Primary schools will receive teachers, according to the number of classes they have for Grade 7.
Anyuor told MPs there are 30,550 Grade 7 classes in the country. TSC has allocated one teacher for every class beginning January.
“If the county has 1,000 classes we have allocated 1,000 teachers,” he said.
Anyuor said the number of teacher’s is based on budget allocation by treasury. TSC chair Jamleck Muturi said the commission will retool primary school teachers to teach Grade 7, 8 and 9.
Muturi said this seeks to ensure all schools have sufficient number of teachers.
“TSC will redistribute teachers who are in primary school who have qualified to teach in junior secondary,” he said.
He said the Commission will in January train teachers on Languages, Pure Sciences, Applied Sciences, Mathematics, Humanities and Technical subjects.
The training of Grade 7 teachers will involve these subjects and areas offered in junior secondary school section.
i. Languages – English, Kiswahili, Foreign and Indigenous Languages and Kenya Sign Language.
ii. Pure Sciences -Integrated Science Biology, Chemistry, Physics and Health Education.
iii. Applied Sciences – Agriculture, Home science and computer studies
iv. Mathematics.
iv. Humanities – Social Studies (Citizenship, Geography, History) Religious Studies, (CRE, IRE, Hindu, HRE and PPI) and live skills.
v. Technical subjects and Creative Arts – Pre vocational and pre career Business studies, music, sports and physical education Home science.
The deployed primary school teachers will be paid as same as those teaching in 8.4.4 secondary schools.
Those with Diploma certificates will start at job group C1 while those with Degree certificates will start at job group C2.
The teachers will be moved to next job group automatically after completing three years as outlined in the Career Progression Guidelines (CPG) for teachers.
I was never asked to give out my qualifications by my school head though I am qualified to teach junior secondary. I hope those under the same fate as I will not be locked out🙏
TSC must be considerate. Infact the requirements locks some P1 teachers who scored C plain and pursued Diploma in secondary option and upon completion the did Degree. These people should be considered since previous guidelines allowed so. Why give contrary qualifications this year?
Not a degree that teaches but the personality individuals! Kenyan education at quagmire. There is a vacuum of paradoxical irony! Kenyan child simply needs psychological and psychiatrist experts not a simple paper work! The scrutiny should base on pupil centered not teacher centred. How sure and certain is TSC convinced on the cartegory of parameters in percentage !application is valid. 8:4:4 was brought in haste later on discarded. How prepared is the regime and protocol are prepared.We are the sole stakeholders!
The best group to teach junior secondary are those who did primary option since they were trained in almost all subjects. Tsc should not overlook. Check transcripts

Tsc is really frustrating us,for instance I did B.ed primary option whereby i specialized in social studies and Religion

I totally agree with you jao. Teaching should not be about what grade you got in high school. It should purely be delivery. The teachers who are in the mid or lower Cadre performance make the best in content delivery. Kenyan education system is veeeeeery unfair.

I am really a concerned Kenyan Citizen. Our Universities are producing graduates of Early childhood Education, every year. But there is no time i have ever heard TSC advertising jobs for this groups of teachers where do we lie. Which categories should we teach???

I had a c+ in KCSE but did a degree in early childhood education it won’t be fair .
TSC should consider further progression of an individual teacher, they may have not gotten a C+ in KCSE but did pretty well in their further studies say pre university, dip and BED

It’s so traumatising
TSC should know that UT taught us without having gone to college, and we passed . Some had D’s but I am now a teacher. I have classmates who are lecturers.ie Dr Cheruiyot papers are nothing.THE CALL TO TEACH IS CORE.
Infact TSC shouldn’t have to look for the grade teachers had in form 4 but they have to consider their progressive performance from certificate to Diploma to Degree . In teachers training college why a student with a grade of B and another student with a grade of D+ got marks in PTE ? Also why they got second class honours degree in University? Education experts should have to do research on this.
There must be regulations even in our own homes. To teach in high school, one must have attained C+ mean grade at KCSE and C+ in two teaching subjects. So before upgrading from p1 to BED, be guided as so.

There is critical scarcity in thinking!!!! How can one qualify to teach in std 8 but can’t manage to do the same in grade 7???? Primary teachers have undergone cbc training and are fully equipped in all learning areas. TSC should rethink to upgrade the p1 teachers to junior secondary schools.

Someone who sat for his/her KCSE in 1989 when minimum subjects to qualify were ten and scored a C should not be equited with somebody who sat for 7 best. The system of education in Kenya is very unfair.

Most of P1 teachers did PRIMARY OPTION Degree. As for me I did Option A. I think most of you understands this. It includes:Maths and Sciences, PHE, both languages,and the common courses. I understand we are the most appropriate people to do the work.
Let Tsc also respect other upper grades like master degrees and PhD s because Tsc is an educational institution, it must make sure that Higher grades are given their due

TSC is very unfair to most of teachers who did their KCSE in early years and scored c plains and D + then proceed to diploma and degree, I think they should consider the process someone has gone through to acquire the degree, why should teacher upgrade then if their certificates are not amounting to any promotion because of the form 4 grade
TSC can really discourage and demotivate teachers. The same teachers who have been teaching up to std 8 in the 8-4-4 are now considered incompetent to handle an equivalent grade 7,8,9 just because of attaining C plain yet they strived to upgrade to DIP, Degrees.

Tsc should consider tvet teachers who have the pedagogy skills.Its very unfortunate to attend an interview, be merited and later to be told that you are not a teacher.That is an abuse to the colleges offering these trainings.Tvet teachers have the ability to teach,infact they are very good teachers for the CBC curriculum.

There are some form 4 leavers who can teach better than even those in primary schools and others in high school but since qualifications don’t allow them,t hey are out there doing odd jobs.
Qualifications are the ones followed in all professions leave alone teaching.
It’s good to accept the set guidelines otherwise we may see outsiders coming to say that they can teach better than us.
Those teachers who sat for their KCSE and did TEN subjects should be allowed to pick the best seven and a mean grade be calculated.This will be fair because grade C plain for instance can easily be equivalent to grade B+.
Teachers who sat for their KCSE in 90’s and scored a mean grade of C plain after sitting for TEN subjects be allowed to equate their mean grade by picking the best SEVEN subjects. One can easily score a mean of B plain.

TSC should stop victimizing teachers who scored c+ and above but lack c+in maths who trained in diploma in IT and later went on and train in diploma in technical education with computer and any other subject which they scored c+ and above in high school at kttc. Those are the most qualified teachers to teach computer studies in high school an jss review your policy it’s miss leading and your missing quality teachers for CBC and computer studies!!!!!

Some teachers are getting punishment coz they studied some degrees which are not being considered for deployment ; These primary trs scored even more in KCSE than trs in so called senior secondary.

Those who did degree in Early childhood where do we belong. Why were we admitted in the first place to do the course. We spent alot of resources to pursue the course only to find that we are no longer relevant. Sisi ni wa nani and it’s not our mistake.

If teacher merited to join TTC per that time and tsc was satisfied on the requirements per that time which was form four meangrade D+ to join ttc.a teacher has improved in his grades, by going for farther studies in diploma/ degree.now for deployment in jss qualifications is diploma/degree mean grade C+ and C+ in two teaching subjects .I think by the time teachers were joining tts could have told them that qualifications is c+ mean grade and c+ 2 teaching subject .just deploy this p1 teachers
i am already very disappointed and demotivated ,i recall how i was hawking along Mfangano street in Nairobi to get school fees to pay for my degree at mount kenya university with the hope of atleast one day this would better my life … now the very people who gave me the degree B.e.d arts tells me am not qualified …. i wish i bought some piece of land with the money 💰 ( fees)
That’s why they decided to b tricky by converting primary classrooms and name them secondary so that they deny u promotion.actually degree of primary option specialised in either art or Science as the Jss subjects.actually a lecturer told me they we will convert BEPO to become JSS degree straight away.
