2022 PROGRAMME AND GUIDELINES FOR UPGRADING OF PI AND ECDE TEACHERS TO DIPLOMA IN PRIMARY AND EARLY CHILDHOOD AND DEVELOPMENT EDUCATION TEACHER EDUCATION
The Ministry is implementing reforms in Teacher Education through Competency Based Teacher Education. The advertisement for placement of 2022 cohort of trained ECDE and PI teachers who are yet to be employed has been done.
Interested and eligible candidates for the upgrade to Diploma in Early Childhood and Primary Teacher Education have been advised on the application and registration procedures.
Below please find the advert, guidelines and Programme of activities for the application and registration of candidates for your necessary action.
APPLICATION FOR 2022 INTAKE FOR P1 AND ECDE CERTIFICATE UPGRADING PROGRAMME
The Upgrading courses are:-
1. | ECDE CERTIFICATE TO DIPLOMA IN EARLY CHILDHOOD TEACHER EDUCATION (DECTE) |
2. | PRIMARY TEACHER EDUCATION CERTIFICATE TO DIPLOMA IN PRIMARY TEACHER EDUCATION (DPTE) |
All teachers who wish to be considered for admission in Teacher Training Colleges for upgrading from Certificate ECDE and Primary Teacher Education (PTE) to Diploma in Early Childhood Teacher Education (DECTE) and Diploma Primary Teacher Education (DPTE) respectively are invited to apply.
This is an upgrading program for the trained teachers in the above categories who are not yet employed by Teachers Service Commission (TSC), County Governments or Private Sector.
The school based upgrading program to benefit teachers in service will commence in April 2023.
Application forms are available on the Ministry of Education website www.education.go.ke.
Duly filled application forms should be submitted to the Sub County Director Education offices from Thursday 28th July 2022 to Thursday 18th August, 2022 by the applicants in person to ease verification of original certificates and testimonials.
Those with special needs are encouraged to apply.
Candidates are advised to register in only one centre. Double registration will lead to automatic disqualification.
The letter of offer will stipulate the fees and other requirements.
ENTRY REQUIREMENTS FOR UPGRADING TO DIPLOMA IN EARLY CHILDHOOD TEACHER EDUCATION (DECTE)
1. The applicant must possess a valid ECDE Certificate NOT Provisional. The ECDE certificate must have been obtained from a recognized training institution.
2. The duration of the Course shall be1890 Hours.
3. The course shall be fully residential and shall last for 5 terms 4 terms for tuition and 1 for practicum.
4. The trainee shall take all courses specified in the upgrading programme of Diploma in Early Childhood Teacher Education (DECTE).
5. The trainees shall undertake a Teaching Practicum of 300 Hours.
6. To be awarded the Diploma, the trainee must complete the required hours for Course Work and pass the stipulated assessment by the Kenya National Examination Council. “

3. The course shall be fully residential and shall last for 4 terms 3 terms for tuition and 1 for practicum.
4. The trainee shall take all courses specified in the upgrading programme of Diploma in Primary Teacher Education
5. The trainees shall undertake a Teaching Practicum of 300 Hours.
6. To be awarded the Diploma, the trainee must complete the required hours for Course Work and the stipulated assessment by the Kenya National Examination Council.

GUIDELINES FOR REGISTRATION AND PLACEMENT
1.0 REQUIREMENTS AND GUIDELINES FOR REGISTRATION OF APPLICANTS
The following notes should be read carefully and SCDEs are required to ensure that all panel members have understood before the registration exercise begin:
1.1 Point to Note
The Sub-County Director of Education is required to compile a list of registered applicants and forward to the CDE and the Director Teacher Education (moepte2017@gmail.com) both in soft and signed scanned PDF format and copied to Mr. Ernest Too (sirtut02016@gmail.com). The Excel template should be downloaded from the ministry website.
- The County Director shall countersign the registration lists in pdf form before submission as guided above.
- All applicants wishing to be considered for upgrade to Diploma in Primary Teacher Training Colleges shall be required to register in person at their home Sub- Counties.
- Applicants living in cities must also be considered for registration upon production of Kenyan Identity Card/passport
- Only applicants with PI and ECDE certificates shall be registered for upgrading.
1.2 Registration Requirements
1.2.1 Documents
Each candidate shall be required to present original and copies of the documents stated in in (a) to (h), the copies should be attached to the registration form.
- A valid copy of PTE/ECDE certificate
- Certificate of registration by Teachers Service Commission ( for those who graduated before 2020)
- A certified copy of Identity Card (both sides)
- A certified copy of College Leaving Certificate.
- A certified copy of Co-curricular Activity Certificate obtained (if any).
- KCSE certificate
- 2 recent passport size photographs
- Certificate of registration by Teachers Service Commission ( for those who graduated before 2020)
1.3 Registration Process

1.3.1 Registration shall commence at 8.00 a.m and end at 5.00 p.m. on official working
1.3.2 Each applicant shall fill the relevant section of the registration form and other sections shall be left for official use.
1 .3.3 After the applicant has filled the registration form and attached certified copies of his/her documents, he/she should immediately hand over to the SCDE.
1.3.4 The SCDE and the panel shall be required to counter check against copies of Certificates and the information entered in the registration forms by the applicants.
2.0 REGISTRATION SHEET FOR PI TEACHERS (DOCUMENT B) AND ECDE TEACHERS (DOCUMENTS C)
2.1 After the panel members have completed the registration process in document B for DPT E and C for DECTE registration sheets should be prepared, separate for male and female, indicating all details of the applicants such as names, ID number and type of any disability. These sheets should be handwritten and scanned for forwarding through the email cited above.
2.2 At least two names of the applicant must be written in full and others initialed
2.3 Registration sheets will be prepared in three clear copies
The Panel Members should indicate any disability which the applicants may have e.g. hearing and visually impairment.
3.0 CONSTITUTION OF VETTING PANELS
3.1 Each SCDE shall constitute a panel per zone to conduct the registration exercise. The Panel Membership shall comprise the following: –
- Sub-County Director of Education (SCDE) – Chairman
- Sub-County QASO – Member
- Curriculum Support Officer – Secretary
- KNUT Representative – Member
- KEPSHA Representative – Member
- SNE – Member
3.2 All the SCDE’s shall be required to brief the panel members on the following: Registration requirements and Procedures.
(ii) Organization and preparation of Sub county Registration forms.

4.0 SUPERVISION OF THE RECRUITMENT EXERCISE
4.1 While the Sub-County Directors of Education will be in-charge of the whole exercise from the time of registration of the applicants to the time of submission of the registration forms to the CDEs, RDEs shall ensure the exercise is done professionally and that time lines are met to avoid delaying the process of submission to the MOE Headquarters
4.2 The Panel Chairman person will be held responsible for accuracy of all the information in the registration lists

6.0 DOCUMENTS TO BE SUBMITTED TO THE MINISTRY HEADQUARTERS
The following documents should be submitted to the Ministry headquarters by the CDEs for all their Sub-Counties and zones accompanied by a covering letter
- Registration list (original) for male and female applicants – Document B & C in both soft and hard copies per sub-county and a summary for DPTE and DECTE respectively.
- Nil returns Form for every Sub- county – Document D
All Application forms for applicants shall be retained by the SCDEs. They should contain: –
2 passport size photographs taken recently.
- A copy of the academic certificate.
- A copy of College leaving certificate.
- A copy of PTE/ECDE Certificate.
- One copy of National Identity Card (both sides)
- Copy of TSC Registration Certificate where applicable
- A copy of College leaving certificate.
ADMISSION LETTERS FOR SELECTED APPLICANTS
- Successful applicants shall download admission letters for the colleges they have been placed as will be advised by their sub-county Directors of Education.
- The letter of admission must be verified, signed and stamped by the Sub-county Director of Education.
8.0 OTHER IMPORTANT POINTS TO NOTE
8.1 The following must be strictly observed: –
- KNOT’s representative’s signature and rubber stamp SHALL appear on each Registration list.
- SCDE’s rubber stamp and signature SHALL appear on each Registration list
- Every applicant’s I.D Number must be clearly written on the registration forms and Registration lists.
- Every applicant’s correct phone No. must be written on the registration sheet and Registration lists.
- The applicants PTE grade should be written clearl/.
- The nature of the app’icant’s disability where applicable must be specifiea,
- The scanned Registration Lists should be nee and legible
- Deadline for Submission must be strictly observed by all CDEs.
