The Teachers Service Commission (TSC) will consider other Diploma and Degree certificates held by primary school teachers for promotion through deployment to junior secondary schools (JSS).
These include teachers with Diploma and Degree in Special Need Education (SNE) and those in Education (primary option). The Commission however rejected those with Early Childhood Development Education (ECDE).
TSC will also consider primary school teachers who scored C plain in KCSE but upgraded to Degree and Diploma certificates.
This latest revelation is a relief for many P1 teachers who were locked out in the recent deployment. TSC will advertised another round of deployment after posting the recent applicants.
After lobbying by Kenya National Union of Teachers (Knut) and protests from PTE teachers who upgraded their certificates, TSC is now succumbing to pressure.
Knut had cautioned TSC against discriminating P1 teachers in the deployment exercise to Junior Secondary Schools.
TSC has in the recent past insisted that only teachers who scored a C+ and above in the KCSE examination will handle the junior secondary students.
But KNUT Secretary General Collins Oyuu termed the proposal by TSC as discriminatory, warning that the declaration is a recipe for chaos.
While addressing the press in Kisumu, Oyuu stated that some of the P1 teachers have upgraded to Diploma courses and higher Diplomas and can teach grade 7. He added that some of the teachers have Degrees and shouldn’t be sidelined.
“Why do we want to use academic stratification to deny teachers who have worked hard and upgraded their skills through advanced learning, why?’’ he posed
Oyuu asked TSC to consider dropping the requirement to C plain, adding most teachers who went through Teachers Training Colleges can handle junior secondary.
Knut was in attendance when TSC Commissioners led by their CEO Dr. Nancy Macharia, appeared before lawmakers yesterday, Thursday.
Macharia on Tuesday revealed that the Commission plans to promote 36,829 teachers from next week where 10,833 will be primary school teachers who will be promoted to work in JSS. .
However Macharia who was also accompanied by TSC Chairperson Jamleck Muturi said so far they have identified 7,282 teachers for deployment.
“TSC has through the verification of personal files; identified 7,282 primary school teachers with requisite qualifications to teach in secondary schools as eligible for deployment to Junior Secondary Schools,” responded Ms Macharia.
The teachers targeted in this first round of deployment to junior secondary are those with Diploma or Degree in Education (Secondary option).
The application for deployment ended on 6th February 2023 and now TSC says 7,282 teachers have been verified for deployment which starts next week.
According to the commission, qualification for deployment to JSS include a Diploma in Education, Bachelor’s degree in Education, at least a C +plus mean grade in the Kenya Certificate of Secondary Education (KSCE) examination or its equivalent and at least C Plus in the two teaching subjects at KCSE or its equivalent.
At university, one must have studied at least eight units in each of the two teaching subjects.
This is a good move by the tsc……at least they will get enough teachers now.
PTE Teachers who scored C plain in KCSE with diploma in ECDE should also be considered to address the issue of teacher discrimination since they spent time and other resources to go for this diploma with a sole objective that is, to be upgraded. If they are not going to be considered for deployment to JSS then they should be upgraded immediately. Some of them even scored as high as B- minuses and are very effective teachers. Failure to neither deploy them to JSS nor upgrading them is still a recipe of chaos. This will kill their self esteem while they see their counterparts progressing. Our considerate employer should not dump this category of teachers in a pool of stagnation. Please, I beg.
C2’s have stagnated for than a decade no salary increment since 2016 what’s their fate
Teachers should be promoted on their ability to teach effectively and not based on what they scored way back. A teacher with a C plain is quite competitive and some can impact knowledge better than those who scored high in KCPE. Having a diploma or degree in ECDE is no lesser qualification.

some of us sold land to get fees to join university to attain a degree which is now just a piece of paper according to tsc … should those who got a c plain and attained B plain and c plus in two subject be punished by the same commission who encouraged them increase their wealth of knowledge by furthering their studies ? TSC should consider P1 teachers and promote them i.e those with BED Early childhood Education. some of them like me had B-minus at KCSE but i did BED Early childhood education they are demoralizing me coz i used my resources to upgrade.God hear us.

Most P1 teachers have upgraded to dip and degrees in primary option. They qualify to teach Jss.
Ata hawa with ECDE should be considered. Nobody did a degree and passed exams without aquaring knowledge and skills enough for JSS.
TSC Should be considerate also to teachers who did ECDE is it not a degree in education like the other degrees and diplomas.Infact we undertook 4 years just like our counterparts.For heavenly sake just consider each and every person who used his or her time, resources and energy.

In the university the ECDE teachers did some same units with their counterparts in special education, secondary option and primary option.The employer should do a ground check on the competency of these teachers.If they are in the payroll of the TSC they aught to be considered since they invested heavily in upgrading there career but the goalpost changed.

This Oyuu is MISLEADING the TEACHING PROFESSION with his little mindset. TSC wants quality through sincere competition unlike Oyuu who wants quantity through force, tricks , boycotts …..the list is long. He should let the commission do the necessary and rightful.
The upgrading system of PTE to diploma and degree in ECDE was introduced by TSC in 2005 and since that time many teachers upgraded. Why should TSC deny them now when they wasted their resources going for further studies?They should be considered just like others. This discrimination should not exist at all.

We have teachers who scored lower grades than the above mentioned and have upgraded themselves up to masters level and indeed they are performing in their schools. What kind of reward is in store for them. Stop victimising them on form four grades. Look at the impact that comes with their experiences . Thanks.
How can teachers with diploma and degrees in special needs be deployed to Jss ?TSC is in total confusion how are going to leave out teachers with grade C+and above with degrees ECDE primary option and go down for teachers with grade C plains? Let them Verify documents and find outs the units ECDE learned in Universities.

TSC should consider KCSE grading of 8-4-4 in 1989 where a C- is almost an equivalent of B-of recent years before saying that a teacher must have scored C+ before being upgraded to teach in JSS

I am wondering who will teach grade 1-6 if the argument is all to be deployed to jss.
I am in a school where only 2 teachers don’t have diploma in ECDE,meaning that all the others can be deployed if the argument is is we deploy all who have upgraded.
Let tsc deploy according to what is equivalent to those employed in jss but also promote all the others who have upgraded their PTE certificates.

When TSC opened deployment of the teachers who have secondary school qualifications,majority of the teachers who are in primary but had been promoted in their payslips refused to apply.
The big issue here is money.

Doing ECD EDDiploma or ECD degree does not disqualify one to teach JSS,infact what i have seen from those teacher who went through ECD they have more knowledge in dealing with learners hostically ,they deal with learner in more friendly way and they can accommodate any,and above all they perform excellent,I believe those who are not seeing the important of ECD diploma or degree don’t know those teachers had to undergo a serious training and they also did teaching practice like the others,let’s not discriminate these teachers

TSC should consider deploying P1 teachers to JSS who have upgraded their studies and retool them since they are already trained in CBC.
They should not discriminate any diploma or degree as long as it is education.

TSC needs to do extensive research before coming up with policies that can be detrimental to development in education once implemented. At this rate, when will they fully staff JSS? On the other hand, teachers are stagnating in one grade for years, killing their morale. Since TSC has the data of all employees, they should come up with a policy that teachers get promoted automatically after being in a grade for three years.
Quite a good move. However some of the teachers who have been left out are those who studied technical subjects in the old technical schools that were converted into technical institutes. These teachers helped launch the technical subjects in the 8-4-4system. I believe that they are qualified to teach pre-technical and pre- career learning area.
