Requirements for appointment
For appointment to this grade, an officer must have: –

DIRECTOR – ICT JOB GRADE TSC 3 – POST (1)

Requirements for appointment
For appointment to this grade, an officer must have: –
(i) Served in the grade of Senior Deputy Director or Deputy Director ICT for a minimum period of three (3) years;
OR
Eight (8) years’ experience in a comparable position;
(ii) Bachelor’s degree in any of the following fields: Bachelor of Science in Computer Science / Information Communication Technology / Software Engineering / Informatics and Computer Science / Computer Networks and Cyber Security / Business Information Technology / Information Security and
Forensic or equivalent qualification from a recognized institution;
(iii) Master’s degree from a recognized institution is an added advantage;
(iv) Certification in any of the following; CCNA, CCNP, CISA, CISM, MCSA, MCSE, ITIL, CEH, CHFI, Prince2 or equivalent certification;
(v) Certificate in leadership course or equivalent qualifications lasting not less than four (4) weeks from a recognized institution;
(vi) Met the requirements of Chapter Six (6) of the Constitution; and
(vii) Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities
Duties and responsibilities will entail: –
(i) Facilitating the development and implementation of ICT policies and
strategies;
(ii) Overseeing the development and implementation of ICT Business continuity and disaster recovery plans;
(iii) Anticipating ICT future needs and proactively identify solutions based on the Commission’s strategic direction;
(iv) Developing initiatives to deploy current technical solutions that guarantee quality of service;
(v) Ensuring software and hardware licenses are up to date;
(vi) Ensuring implementation of the risk management strategies and Audit recommendations;
(vii) Overseeing the implementation of the Directorates Service Charter;
(viii) Overseeing designing, development, implementation of Network and
Infrastructure solutions.
(ix) Overseeing designing, development, implementation and maintenance of new systems;
(x) Overseeing monitoring and reporting on access to Data Centers;
(xi) Overseeing designing, deploying, managing, and maintaining on ICT data center equipment;
(xii) Overseeing designing, development, implementation and maintaining of the Information Security;
(xiii) Overseeing development, implementation and monitoring of the
Directorate budget and procurement plan; and
(xiv) Supervising and guiding employees for optimum performance.

The terms and remuneration benefits for this Grade:
Basic Salary Scale: Kshs.328,006 – Kshs.416,568
House Allowance: Kshs.60,000
Commuter Allowance: Kshs.20,000
Leave Allowance: As provided in TSC Secretariat
Annual Leave: 30 working days per calendar year

DEPUTY DIRECTOR – TEACHER MANAGEMENT TSC JOB GRADE 5 – POST (13)

Requirements for appointment
For appointment to this grade an officer must have: –
(i) Served in the grade of Assistant Director, Teacher Management, for a minimum period of three (3) years;
OR
Six (6) years of experience in a comparable position in the education sector
(ii) Master’s degree from a recognized University is an added advantage;
(iii) Certificate in leadership Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution;
(iv) Met the requirements of Chapter Six (6) of the Constitution; and
(v) Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities

Duties and responsibilities will entail:
(i) Implementing the Commission’s policies, strategies and programs;
(ii) Ensuring compliance with the Commission’s laid down policies and procedures;
(iii) Coordinating investigation of discipline cases in the County;
(iv) Interdicting teachers with professional misconduct;
(v) Supervising invitation of teachers and witnesses for County discipline cases;
(vi) Coordinating invitation of teachers and witnesses for Headquarters discipline cases;
(vii) Supervising preparation of County discipline cases before hearing;
(viii) Chairing the hearing of County discipline cases;

(ix) Submitting returns of discipline cases heard in the County to the Headquarters;

(x) Preparing of status reports on management of discipline;
(xi) Posting and follow up of teachers reporting from discipline at the County;
(xii) Ensuring competitive promotion of teachers are carried out at the County;
(xiii) Appointing qualified teachers to equivalent positions as institutional administrators;
(xiv) Coordinating teacher recruitment process and posting of newly recruited teachers;
(xv) Establishing the current staffing levels and projecting teacher demand and supply at the County;
(xvi) Conducting teacher rationalization within the County;
(xvii) Ensuring data integrity, updating, maintenance, and safety of Teacher
Management data bases;
(xviii) Providing professional advice and facilitation of teacher registration;
(xix) Coordinating professional support for teachers on curriculum implementation;
(xx) Implementing and monitoring performance contracting and teacher’s performance appraisal and development;
(xxi) Coordinating teacher capacity building activities;
(xxii) Coordinating collection and completeness of exit documents for teachers;
(xxiii) Managing stakeholder engagement within the county;
(xxiv) Enforcing the implementation of the Service Charter;
(xxv) Developing and implementation of the County budget; (xxvi) Ensuring prudent management of resources in the County; and
(xxvii) Supervising and guiding employees for optimum performance.

The terms and remuneration benefits for this Grade:
Basic Salary Scale: Kshs.192,782 – Kshs.288,051
House Allowance: Kshs.50,000
Commuter Allowance: Kshs.16,000
Leave Allowance: As provided in TSC Secretariat
Annual Leave: 30 working days per calendar year
