DEPLOYMENT OF PRIMARY SCHOOL TEACHERS TO JUNIOR SECONDARY SCHOOLS
The Commission has received a total of 10,833 requests from qualified primary school teachers for deployment to Junior Secondary Schools.
Lists of the teachers have been availed to you. Upon receipt of these lists, you are required to deploy qualified teachers to JSS using the guidelines listed herein.
A) Qualifications
Primary School teachers wishing to be deployed to JSS must be qualified to teach in secondary schools. The teacher MUST meet the following requirements:
i) Have an active registration as a teacher with the Teachers Service Commission.
ii) Is employed as a primary school teacher with the Teachers Service Commission.
iii) Should not be currently serving an interdiction or undergoing a disciplinary process.
iv) Have a minimum of a Diploma in Education with a minimum of C+ at KCSE (or it’s equivalent) with C+ in two teaching subjects currently being offered in the school curriculum (either under 8-4-4 or CBC) or two (2) principles and one (1) subsidiary pass at “A” Level.
Those with a minimum of C (plain) at KCSE (or its equivalent) and have undertaken a Diploma in Education together with a Bachelor Degree in Education qualify.
v) The degree certificate must be Bachelor of Education. Bachelor of Education (Primary Option) holders are not eligible. vi) Must have expressed interest to be deployed to Junior Secondary School and their name is in the list shared from the Headquarters.
B) Vetting
Sub-County Directors should invite the candidates as per the lists provided by the County Director for the verification of documents. Candidates are expected to present the following documents during verification:
i) Original and copy of the degree/diploma certificate;
ii) Original and copies of the academic transcripts;
iii) Original and copy of SNE qualification (where applicable);
iv) Original and copy of the KCSE certificate (or its equivalent);
v) A copy of the current payslip;
vi) A declaration by the Head of Institution that the teacher is currently serving in the school and is neither serving an interdiction nor undergoing a disciplinary process.
C) Deployment
Deployment letters will be signed by the Sub-County Directors for teachers within the Sub-County. For teachers who may be deployed outside the Sub-County, letters will be signed by the County
Directors/Regional Director, Nairobi. Consideration should be given to the following: –
i) Proximity to the current station. As much as possible, the teachers should be deployed to their current stations or those that are close to their current stations.
ii) Subject Combination of the teacher. Unless a station requires more than one teacher of the same subject combination, Sub-County Directors should not deploy teachers of similar subject combinations with those already posted to JSS.
iii) Gender of the teacher. Endeavor to balance the gender of teachers posted to the same station.
iv) Teachers with SNE qualification should be posted to Special JSS.
v) Deployment will be done using the templates shared. It is important to study the templates and where necessary seek clarification. The Sub-County Director shall sign two deployment letters for each teacher. One letter shall be issued to the teacher while the second original letter shall be submitted together with other deployment documents for filing at the headquarters.
As you conduct the deployment exercise, note the following:
a) Teachers at Grade B5 and C1 with a Bachelor’s degree will be issued with appointment letters to Grade C2 (Appendix I);
b) Teachers at Grade B5 with a Diploma in Education will be issued with appointment letters to
Grade C1 (Appendix II);
c) Teachers at Grade C2 and above with Bachelors/ Diploma certificates shall be issued with
Deployment letters (Appendix III);
d) Teachers at Grade C1with a Diploma shall be issued with a Deployment Letter (Appendix III)
D) Posting, Entry/Exit Reports Module
Immediately the teachers are deployed to JSS, the County Directors shall initiate posting on the Posting, Entry/ Exit Reports Module to the Sub-County. The Sub-County Director shall post the teachers to JSS.
The Heads of Institution releasing the teachers must immediately exit them through the submission of Exit Reports to enable the receiving Head of Institution to submit the Entry Report.
All these processes must be conducted online through the Posting, Entry/Exit Reports Module as the Commission no longer recognizes nor process hard copy casualties. Where the teacher is retained in the same station, the Head of Institution shall exit the teacher from primary school and submit Entry Report for the JSS.
E) Submission of Deployment Documents
After the conclusion of the deployment exercise, the following documents shall be submitted to the Director Staffing by County Directors/Regional Director, Nairobi:
i) Certified copy of the degree/diploma certificate;
ii) Certified copy of the academic transcripts;
iii) Certified copy of the KCSE certificate or its equivalent;
iv) Original copy of the Deployment letter generated as per the template issued;
v) A declaration by the Head of Institution that the teacher is currently serving in the school and is neither serving an interdiction nor undergoing a disciplinary process;
vi) List of the deployed teachers clearly showing teacher’s details in the order presented below should be submitted in MS Excel editable format to Director Staffing through dirstaffing@tsc.go.ke.

You are required to ensure that staffing positions in primary schools are updated and teacher rationalization is conducted within 14 days to ensure that teaching-learning process continues even after the deployment exercise.
G) Circular No. 3/2023 on Transition to Junior Secondary School
The Commission issued Circular No. 3/2023 dated 30th January 2023 giving directions on transition to Junior Secondary School to all head teachers. Accordingly, you are required to disseminate the circular to all head teachers.

This is a good move. Kindly requesting that those of us with C plain and a bachelor degree be allowed to teach JSS classes. We have been doing it and are equal to the task.

TSC is a joker .Lecturers,who progressed as primary tutors are the most successful in the university discipline,are 75 percent on board: pro. Kinyanjui: Kenyatta university,prof. Ondigi: kisii university,The late professor Mazrui.There are several drawing boards for kids to sail through!Buildings in secondary are deserted option, domiciled there is reversed, mandatory qualification is lessened to willing, Simply, look for experts than changing goalposts. The pupils have to complete the syllabus and join grade right.The paradoxical irony quagmire is taking Kenya back to square 1till dawn Visit schools assess to access a qualified deployed, to manage and succumb the mayhem for Kenyan child.Otherwise it is a trickster episode.Go to the database bank and get the qualified. I met all the requirements…I had applied but wasn’t shortlisted..Am so much demotivated by this..What creteria did you use to shortlist?. Am yet to come into terms with the disappointment.

Tsc should consider all p1 teachers who scored a c+ and have upgraded their pte certifice to any diploma or degree and ajso those who scored c(plain)
Kindly consider those teachers who scored D+ in 1996-1990.They are P1s and did diploma in ECDE, they are familiar with CBC and went for CBA workshop for one week
Kindly consider P1 teachers who wasted there two years taking a course in ECDE hopping that one day they will be promoted.

I am also very much disappointed. The c2 who are being deployed to jss will receive a deployment letter only and nothing more! It’s actually demotivating! I am confused.
C2 with bachelor degree will be promoted to C3 but for diploma,only deployment letters🤔🤔
Believe me or not most diploma holders didn’t achieve a c+ .u have a challenge.continue panicking.
What are the fate of p1 teachers who lack mean grade of c+ & two teaching
subjects but did pup certificate before joining bachelor’s of education arts with two teaching subjects. Please rethink about the team they are equal to the tasks .
One thing have learnt even the tsc don’t know what is happening in jss.
We have subject like , health education,creative arts, music,physics education,.one thing any P1 teacher is all conversant with all that stuff, when it comes to maths, English, integrated science anyone with Cplus in kcse n any of the preferred subject is equal to the task,any diploma or degree in field of education may it be ecd,sne, primary option etc is an added advantage.the headteachers in primary also would be better placed to select competent teachers, because also papers lies.
Please consider those who have qualified but they missed their names in the list, kept on waiting for an sms to be told that vetting was completed on Friday 3rd arriving at the office while other counties still doing that portal is closed why close others early
This deployment and promotion is very unfair to teachers in grades C3 to C4….C5. There’s NO PROMOTION NOR SALARY INCREMENT. Despite having been in one grade donkey years….it’s only benefiting C1 & C2…. ITS UNFAIR …. very discriminating and hence illegal
