PRESIDENTIAL WORKING PARTY ON EDUCATION REFORM CHAIRPERSON’S OFFICE
REQUEST FOR VIEWS FROM MEMBERS OF THE PUBLIC AND OTHER SECTOR STAKEHOLDERS ON EDUCATION REFORM IN KENYA
H.E the President William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces through a Gazette Notice No. 11920 of 29th September 2022 appointed a Presidential Working Party on Education Reform in Kenya.
Pursuant to the provisions of Article 10(2)(a) and 232(1)(d) of the Constitution, the Presidential Working Party on Education Reform hereby seeks views from members of the public and other sector stakeholders to inform its terms of reference with respect to reform of the education sector in Kenya. The Working Party is open to receiving views from individuals, public and private institutions and all other interested parties.
The views should be submitted by way of written memoranda, letters or research papers and should address any or all of following areas:-
1. On basic education –
a) appropriate structure to implement the competency based curriculum;
(b) governance of the basic education subsector;
(c) the –
i) conceptualization and implementation of key tenets guiding the competency based approach including but not limited to value based education, community service learning, parental empowerment and engagement;
ii) assessment and examination framework;
iii) quality assurance and standards framework;
iv) teacher education and training framework for both pre- service and in-service;
v) teacher deployment framework;
vi) technology for curriculum delivery, improved learning outcomes and education management;
vii) governance mechanisms of learning institutions and sharing of resources across schools and TVET institutions to ensure maximum utilization of public resources for improved learning outcomes; and
viii) public-school categorization policies and implications on access, transition and cost.
(d) appropriate financing framework including capitation and minimum essential package grants for all levels of basic education;
(e) equitable access to education especially for those facing social, economic and geographic marginalization, vulnerable populations, children and persons with special needs and disabilities;
(f) appropriate framework on the management and coordination of bursaries and scholarships for secondary school students;
(g) a framework for physical and e- infrastructure development and coordination of public private partnerships for improved access and quality provision; and
(h) a tracking system to capture and enroll children of school going age to ensure universal access to pre- primary, primary and secondary education.
2. On tertiary and university education –
(a) governance and financing framework for TVET training and development, university education, research and training;
(b) governance of tertiary education subsector ;
(c) framework of operationalizing the National Open University of Kenya and a framework on Open, Distance and E-learning (ODEL);
(d) continuity in TVET and university education transition and
(e) amalgamation of HELB, TVET and University Funding Boards with a view of harmonizing and merging all tertiary education funding entities.
3. Any such other issue relevant to the Kenya’s education sector incidental or ancillary to the foregoing.
The submissions should be addressed to the Chairperson, Presidential Working Party on Education
Reform and hand delivered to the Working Party’s offices or sent to the Working Party through the following addresses so as to reach the Working Party on or before 5: 00 PM EAT on 18th November, 2022.

Delocalization is as good as induced and forced health problem to teachers.
CBC is a waste to Kenyan children I SWEAR. Children have turned out to fail to read, read and communicate as they used to in early grades due to the whatever you call outdoor activities that end up wasting time yet they are activities mostly have no value addition but just a form of entertainment to learners.
CBC is duly demanding yet majority of Kenyans are not capable of providing the needed garbage for their learning.
Much of the content is too way beyond their level. Just a crooked system implemented with no thought at all.
Delocalised teacher to be given delocalisation allowance monthly.
KEPSHA,SCDEs,PTA,QASO, should not be found near the taskforce or even giving their views.They are the people behind teacher’s suffering! Some of them are already overpaid with no duties at all… while “the donkey”the classroom teacher is getting peanut.
Even if its left to continue, CBC will not be in Kenyan school,, only in books and on the mind of the leaders who are proposing for it.. Kenya still need 20 years of rapid economic resurrection to realise a good curriculum reforms ,, for now its a dream…
