Mandera County Public Service Board wishes to recruit competent and qualified persons to fill the following vacant positions in the various County Department as per the constitution of Kenya 2010 and County Government Act No 17 of 2012.
EDUCATION AND VOCATIONAL TRAINING
DIRECTOR CULTURE, SPORTS AND TOURISM, JG “R” ONE (1) POST REF: MCPSB/MOE/2022/03/12
Terms of service – Permanent and Pensionable
Duties and Responsibilities
- Implementation and monitoring of Policies and programmes on Culture, Tourism and Sports. • Creation of awareness on cultural, sporting and Tourism activities in the county
- Oversee the improvement and maintenance of sports facilities in the County.
- Development and management of sports talent academies, Museums and Historical sites;
- Promotion of culture;
- Development of Fine, Creative and Performing Arts;
- Identify local talent and give recommendation to sports organization specialized groups for absorption or funding;
- Offer advisory and counseling services to sportsmen and women;
- Coordinate and promote ward, sub- county, inter- County and national sports programs.
- Preparation and organization of quarterly and annual reports.
Requirements for Appointment
- Be a Kenyan citizen;
- Be a holder of Bachelor degree in Sports Science, Education, Anthropology, sociology or any other related degree from a recognized University.
- Have a working experience of not less than eight (8) years relevant to the position.
- Understand the diversity within the County;
- Capacity to work under pressure to meet strict deadlines;
- Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
DEPUTY DIRECTOR, VOCATIONAL AND TECHNICAL TRAINING JG ‘Q’ ONE (1) POST REF: MCPSB/MOE/2022/03/13
Terms of service – Permanent and Pensionable
Duties and Responsibilities
- Organizing stakeholders for curriculum design;
- Development, implementation, examination and certification in conjunction with relevant bodies;
- Organizing stakeholders’ forum for collaborations;
- Linkage and partnerships;
- Development memorandum of understanding and agreements with other stake holders;
- Undertaking research in vocational skills training;
- Monitoring and evaluating development partners’ projects;
- Creating linkages with the industry to promote apprenticeship and internship in vocational training;
- Coordinating vocational training Centers;
- Participating in exhibition and trade fairs.
Requirements for Appointment
- Be a Kenyan citizen;
- Bachelor’s degree in either Education OR Education Technology from recognized institutions in Kenya;
- At least seven (7) years of Public or Private sector experience in similar role from a reputable organization;
- Computer literacy;
- Certificate in Senior Management Course from recognized institution in Kenya is an added advantage
- Knowledge of education standards;
- Leadership skills;
- Satisfy the requirements of Chapter Six of the constitution on Leadership and Integrity.
DEPUTY DIRECTOR QUALITY ASSUARANCE AND STANDARDS, JG ‘Q’ ONE (1) POST REF: MCPSB/MOE/2022/03/14
Terms of service – Permanent and Pensionable
Duties and Responsibilities
- Responsible for deputizing director in managing and organizing the programmes under quality assurance in learning and teaching in public ECDE facilities, polytechnics and libraries according to laid down policies, strategies and objectives of the department;
- Direct departmental resources to meet identified needs of children under ECDE programme in public facilities in the county;
- Develop and implement education and early childhood development local partnerships across the county and utilize community plan approaches to identify local priorities;
- Ensure Pre-schools and other stakeholders easily access the support of services they require to cater for the needs of children in line with education matters;
- Report on early childhood education management program through preparation of regular reports as may be required;
- Develop better ways to share information through research development on programmes and come up with better ways of improvement;
- Performing quality check in institutions and ECDE facilities to ensure program operate within laid down rules and regulations.
Requirements for appointment
- Be a Kenyan citizen;
- Bachelor of Education OR Bachelor’s degree and Post Graduate Diploma in Education or related field from a recognized institution in Kenya;
- Master’s Degree in education is an added advantage;
- At least seven (7) years of Public or Private sector experience in similar role from a reputable organization;
- Computer literacy;
- Knowledge of relevant education regulations;
- Knowledge of education standards;
- Leadership skills;
- Satisfy the requirements of Chapter Six of the constitution on Leadership and Integrity.
SPORT DEVELOPMENT OFFICERS, JG “K” FIVE (5) POSTS REF: MCPSB/MOE/2022/03/15
Terms of service – Permanent and Pensionable
Duties and Responsibilities
- Heads the technical wing of the department in the sub-county and is directly answerable to the county director in the department;
- Development of the Sub-County budgets and ensuring its implemented in the Sub-county;
- Implementation of Sport programs within the Sub-county;
- Create awareness to the public in the Sub-County on sports career paths and development;
- Monitoring and evaluation of sports, culture and tourism development programs in the Subcounty;
- Development of Sub-county sports policies, rules and regulations governing the operations of the department;
- Coordinating the development of Sports facilities and equipment;
- Coordinating the sensitization process on the community to participate in sporting and cultural activities;
- Plays the supervisory roles to the officers under him the department at the sub county level;
- Plays a key role in the identification, recruitment, nurturing and development of sports talent at the Sub-county level
Requirements for Appointment
- Be a Kenyan citizen
- Bachelor degree in Sports science, Education, Anthropology, sociology or any other related field from a recognized University.
- Two years (2) work experience relevant to the position
- Ability to build and lead cohesive teams
- Meet the requirements of Chapter Six of the Constitution of Kenya.
ECDE TEACHER III/ASSISTANT ECDE TEACHER I/GRAGUATE ECDE TEACHER III – JG, “K/H/G’’ ONE HUNDRED AND FIFTY (150) POSTS REF: MCPSB/MOE/2022/03/16

Duties and Responsibilities
- Facilitate learning;
- Developing and facilitating play/learning activities that will enable children enjoy living and learning through play in ECDE Centers;
- Developing relevant play/learning materials for both normal and children with special needs;
- Preparing and developing schemes of work, lesson plan and daily program of activities, assessment and evaluation of children progress and keeping other profession records;
- Participate in the training of ECDE trainers at the Centers;
- Play managerial role in the Centre;
- Planning the ECDE Centre programmes;
- Mobilize and sensitize communities on the need for ECDE.
- Encouragement of creativity of children.
- Provide enabling environment for the child’s growth and development;
- Provide primary care, health and nutrition to children under their care;
- Manage the ECDE Centre facilities and undertake enrolment of children in the Centre;
- Keeping and maintaining professional records (schemes of work, lesson plans, learning materials, progress records and daily programmed activities);
- Teach both academic and co-curriculum activities and ensure safety and welfare of children at the Centre;
- Provide early stimulation for the future development of a child;
- Ensuring conducive learning environment;
- Safeguard children rights;
- Ensure early identification of disabilities, assessment and intervention
Requirements for Appointment
- Be a Kenyan citizen;
- Kenya certificate of secondary education certificate
- Certificate in early childhood Development and Education offered by KNEC/Ministry of Education or its approved equivalent.

• Diploma in Early Childhood Development and Education offered by KNEC or its recognized equivalent.
Degree in Early Childhood Development and Education from recognized institution in Kenya or its recognized equivalent; Certificate in computer application;
- Certificate in Competency Based Curriculum (will be an added advantage)
- Be registered with TSC (teachers service commission)
- Two (2) years relevant work experience;
- Communication/teaching skills;
- Satisfy the requirements of Chapter Six of the constitution on Leadership and Integrity.
