TSC to promote aged 4,683 C1 primary school teachers to C2

The Teachers Service Commission (TSC) will promote aged primary school teachers who are stuck in job group C1 for long.

According to an advert it published last week, the Commission has declared a total of 4,683 promotions for C1 teachers out of 21,313 total vacancies.

In primary schools teachers are employed at job group B5 then promoted automatically to job group C1 after serving for three years.

However promotion to C2 is not automatic. A C1 teacher can only be promoted to C2 after successful promotion interview.

Job group C2, Senior Teacher II, is an entry grade for school administrators in primary schools.

Requirement for appointment to grade C2, a teacher must: –  
i. Have served as Primary teacher I T- Scale 6 for a minimum period for three (3) years.
ii. Have obtained a satisfactory rating in the performance appraisal process.
iii. Have demonstrated ability to supervise, mentor and provide professional support to other teachers and. 
iv. Meet any other requirement deemed necessary by the Commission.

There are approximately 130,000 primary school teachers stuck in job group C1.

However only those aged 57 years and above are likely to secure promotions according to TSC promotion scoresheet.

The scoresheet favours aged teachers who have stagnated in one job group for years.

The Commission has awarded enormous score to the elderly with those aged 57 years and above getting 30 marks.

Teachers aged 52 to 56 years will get 25 marks, 47 to 51 years will get 20 marks while those aged below 41 years will score 10 marks.

The years a teacher has served in their current grade is also key in this years promotion.

Those who have served for at least seven years in same job group will be awarded 30 marks.

Six, five, four and three years will score 25, 20, 15 and 10 marks respectively according to the promotion scoresheet.

However the Commission has given less consideration to teachers academic and professional certificates .

TSC has awarded a maximum of 3 out of 100 marks to various academic and professional certificates held by teachers.

The Commission has awarded 3 marks to PhD holders, 2 marks to Masters holders, 1 mark to Degree holders and zero marks to those with Diplomas.

A teacher must however have served for at least three years in current job group for him to be considered except those in ASAL areas who will be promoted on affirmative action.

Teachers who have served as administrators in acting capacity will be given big consideration if they produce evidence of acting.

In the Collective Bargaining Agreement (CBA) 2025 – 2029 which TSC and teachers unions signed, the Commission pledged to promote teachers across all cadres at a cost of Sh1 Billion this financial year.

According to TSC, the applications for promotions must be submitted by the midnight of Monday, 25th August 2025.

Below is the scoresheet that TSC published in its 2025 – 2026 promotion guidelines and will be used in the upcoming promotion interviews.
