TSC, SHA and teacher unions sign new deal to improve health insurance

The Teachers Service Commission (TSC), the Social Health Authority (SHA) and teacher unions have signed additional agreement to improve teachers health insurance.

The parties which met at Sarova Whitesand Hotel in Mombasa on Wednesday entered the new agreement in a move aimed to resolve challenges with the teachers health insurance.

KNUT team was led by its secretary general, Collins Oyuu, while Kuppet had its secretary Akelo Misori. SHA team was represented by its chair and CEO Dr Mercy Mwangangi and other directors.

Oyuu hailed the new deal stating that it included the issue of last expense which was agreed to be paid starting Wednesday next week.

The meeting deliberated on several issues raised by teachers on SHA. Among the issues raised are insufficient capitation of 1,200/=, delayed authorization, lack of essential drugs in facilities, delayed remittances to medical facilities and closure of some facilities from serving teachers.

The commission affirmed that SHA must assure teachers good services, ensure accredited facilities have the requisite personel and drugs that can attend to teachers medical needs and asked that accredited facilities MUST be patient even in the advent of delayed remittances so that teachers do not become victims of circumstance.

The SHA management led by Dr. Mwangangi informed that all cases raised by teachers a fortnight ago had been addresed which include; Overseas treatment process was complete and the first beneficiary will be traveling tonight (22nd April, 2026) to India, last expense payment to be paid from Wednesday 15th April, 2026.

The legal framework for Ex gratia payment is being worked on and will soon be implemented.

On chronic Disease management for teachers will be given 3 month doses, IVF treatment to be offered by Nbi west hospital and madam teachers with fertility cases can be attended to. The outpatient tariffs that have generated a lot of pain to teachers will be sorted in two weeks

Service providers payment to be published and posted on website of tsc and SHA and Tsc To provide desk at the hospitals to serve teachers. A joint technical committee to meet within 21 days and meet relevant organs of the union leaders for reporting.

The meeting resolved to establish county management committees to address day to day challenges affecting the scheme.

KNUT warned that any facility that would turn patients away for any reason would be scrapped from the pannel.

The meeteing agreed that most of the cases that brought tension between unions and the employer that were threatening schools re-opening for second term which begins on Monday 27th April, 2026 were now resolved.

KNUT said its committed to protecting, safeguarding and promoting teachers labour issues including medical care at the earliest opportune time.
