TSC Shortlists Over 70,000 Teachers to Battle for 34,016 Promotion Slots as Interviews Set to Begin

The Teachers Service Commission (TSC) has completed shortlisting for its 2026/2027 promotion exercise, narrowing down a pool of more than 160,000 applications to over 70,000 candidates who will now compete for 34,016 available vacancies across the country’s public primary schools, secondary schools, and teacher training colleges (TTCs).

The scale of interest in this year’s promotion cycle underscores just how badly teachers have wanted a shot at career advancement.

Vacancies were advertised on 8th July 2026, spanning 30 distinct job designations from the entry-level Senior Teacher II grade (C2) all the way up to Chief Principal (D5).

By the time the application window closed on 10th August 2026, the Commission had received an overwhelming response from serving teachers across all 47 counties, forcing it to apply its new merit-based scoring system to whittle the numbers down to a manageable, competitive shortlist.

From Applications to Merit Lists

With applications having closed on 10th August, TSC moved swiftly into its verification and vetting phase.

Every application was scrutinised against eligibility requirements, including years served in the current grade, Teacher Performance Appraisal and Development (TPAD) scores, academic and professional qualifications, and disciplinary record.

Out of the applicant pool, system-generated merit lists were produced for each of the 30 advertised cadres, and it is from these lists that shortlisted candidates are now being invited to interviews.

The Commission has confirmed that the invitation of shortlisted candidates began on Monday, 31st August 2026, and will run through to Friday, 11th September 2026.

This process is being coordinated by Regional, County and Sub-County Directors, who are responsible for notifying successful applicants and organising interview logistics in their respective jurisdictions.

Shortlisted teachers are being reached primarily through SMS invitations sent directly by TSC. However, the Commission has been keen to reassure applicants that a missing text message is not necessarily bad news.

Teachers who applied successfully but do not receive an SMS invitation have been advised to check with their TSC Sub-County Directors, who hold copies of the official merit lists.

Crucially, TSC has urged all applicants whose submissions went through successfully to still show up for interviews even without a text message, since sub-county offices will be relying on the printed or system merit lists to organise candidates on interview day.

Interview Timelines: A Two-Phase Rollout

The interviews themselves will unfold in two distinct phases, structured around the type of institution and seniority of the position.

Phase One – Primary School Teachers: Interviews for primary school teachers are scheduled to run for six days, from 8th to 15th September 2026. These will be conducted at the regional and county levels by field directors, with priority given to the foundational promotional tiers — the grades that carry the bulk of the 34,016 vacancies, such as Senior Teacher II and Senior Teacher I.

Phase Two – Post-Primary Teachers and CSOs: Interviews for post-primary school teachers (secondary schools and TTCs), together with Curriculum Support Officers (CSOs), will follow from 17th to 25th September 2026, a seven-day window. This phase will be spearheaded by the Director of Staffing, working alongside regional, county and sub-county directors, reflecting the more senior and administratively complex nature of these positions — deputy headteachers, deputy principals, principals, senior lecturers and senior masters among them.

In line with TSC’s promotion guidelines, sub-county panels will handle interviews for primary school teachers, county panels will oversee post-primary teachers including deputy principals, and regional panels will take charge of principals, TTC administrators, and curriculum support officers.

What Shortlisted Teachers Must Bring

TSC has published a detailed checklist of documents that shortlisted candidates must present on interview day, with the exact list depending on the seniority of the position applied for.

Classroom-level applicants generally need fewer documents than those vying for administrative roles such as headteacher, deputy principal or principal.

Documents required during the interview include:

  1. Original national Identity Card (ID)
  2. Original academic certificates — KCSE, PTE, Diploma, Degree and Master’s certificates as applicable
  3. Letter of appointment to the current grade
  4. Latest TSC payslip
  5. Last promotional letter (where applicable)
  6. Letter assigning responsibility (Acting) as Head of Institution (HOI), Deputy Head of Institution (DHOI), or Senior teacher
  7. TPAD performance appraisal reports for 2023, 2024 and 2025
  8. Evidence of professional engagement — for example, participation in TSC TIMEC, CBC or CEMASTEA training, service as a KNEC examiner or item developer, or as a KICD panelist, book evaluator, author, or subject champion
  9. Evidence of involvement in co-curricular activities at sub-county, county, regional, national or international level

For those who go on to be successfully promoted, a second, more rigorous round of clearance documents will be required before appointment letters are issued:

  1. A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  2. A clearance certificate from the Higher Education Loans Board (HELB)
  3. A Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
  4. Clearance from the Ethics and Anti-Corruption Commission (EACC)
  5. A clearance certificate from an approved Credit Reference Bureau (CRB)

Where the Vacancies Lie

The 34,016 advertised posts remain heavily weighted toward the lower and middle promotional tiers. Senior Teacher II (Regular and SNE), Grade C2, T-Scale 7, accounts for the single largest share at 13,490 posts — roughly 40 percent of the entire exercise.

It is followed by Senior Master IV (Regular and SNE) at Grade C4 with 5,956 posts, Senior Teacher I at 4,210 posts, and Deputy Headteacher II (Regular) at Grade C4 with 3,075 posts.

Further up the ladder, the numbers thin out considerably: Chief Principal (Regular), the most senior grade in the exercise at D5, carries only 154 vacancies, with the TTC equivalent offering a further two posts.

A Second Window for Latecomers

In a notable twist, TSC has re-advertised three promotion categories after they attracted a low number of applicants and required a fresh round of applications. The Commission also scrapped the three-year eligibility requirement, allowing teachers who have served in their current grade for at least two years to apply for Deputy Principal III (Regular), Senior Master II, and Deputy Headteacher II (Regular) positions.

Unlike the main 34,016-vacancy exercise, applications for these re-advertised posts remain open, with a fresh deadline of 14th September 2026.

Teachers who already applied for these same positions under the original July advertisement do not need to reapply, as their earlier submissions remain valid.

Preparing to Compete

With competition this fierce — thousands chasing every available slot in the most sought-after grades — education stakeholders have urged shortlisted teachers to prepare thoroughly. Candidates are being advised to have every deployment letter, professional engagement certificate and co-curricular award properly certified and organised ahead of time.

Interview panels are expected to interrogate three years of TPAD data closely, probing instructional leadership, learner outcomes and mentorship of colleagues.

As the primary school interviews get under way next week, all eyes now turn to how transparently and fairly TSC manages a process that will determine the career trajectories of tens of thousands of educators — and shape leadership in Kenyan classrooms for years to come.
