TRANSFER, DEPLOYMENT AND APPOINTMENT OF HEADS AND DEPUTY HEADS OF INSTITUTION
The Commission has decentralized the performance of its functions to enhance the spread and access to services.
The decentralization of teacher Transfers, Deployments and Appointments of Heads of Institutions and Deputy Heads of Institutions, as guided by Circular No. 1/2020, remains a priority of the Commission.
To this end, the Commission has reviewed the administrative processes relating to these functions and hereby issues the following directions with effect from 1 st August, 2025: –
1) All Transfers, Deployments and Appointments of Heads and Deputy Heads of Institutions for Primary and Post-Primary Basic Learning Institutions, including those in acting positions or performing the duties assigned to those levels, MUST receive prior approval by the Commission’s Board.
2) Teachers who have been acting in or performing administrative duties or roles for a period exceeding six (6) months shall continue to serve in those positions until they attain the prescribed qualifications for a substantive appointment to the roles.
All proposals concerning the Transfers, Deployments and Appointments of Heads of Institutions and Deputy Heads of Institutions shall be submitted quarterly to the Director – Staffing at least one (1) month before the start of the school holidays to facilitate the timely processing of the proposals and their onward transmission to the Commission’s Board for approval.
The following shall be the administrative structure to support the Transfers, Deployments and Appointments of Heads of Institutions and Deputy Heads of Institutions:
Administrative Structure
| Level | Responsibility |
| County Level | Each County Transfer Committee, consisting of Sub County Directors and chaired by the County Director, shall prepare and submit transfer proposals for both Primary and Secondary School Heads in a matrix format, along with minutes and supporting documentation, to the Regional Director |
| Regional Level | The Regional Director shall chair the Regional Transfer Committee, consisting of all County and Sub County Directors. The Regional Director shall consolidate and validate the proposals, undertake due diligence and forward the proposals to the Director Staffing |
| National Level | The Director Staffing shall validate and consolidate Regional proposals for consideration by the Commission Secretary. The Commission Secretary shall then present the proposals to the Field Services Committee for consideration, deiberation and onward recommendation to the Commission’s Board for approval |
5) The Ministry of Education shall be involved in all handing and taking over processes for Heads of Institutions per Regulation 70(7) of the Code of Regulations for Teachers.
6) Transfer letters for Heads of Institutions shall be copied to the Ministry of Education to ensure coordination and accountability within the Education Sector.
7) The handing/taking-over report shall be submitted to the Commission upon completion of the transfer process. This shall also apply to the acting appointments.
This circular hereby amends Circular No. 1/2020 dated 18th February, 2020 and aims to provide additional policy guidelines for streamlining the Transfer, Deployment and Appointment of Institutional Administrators across all levels.
