How July payslips will be like for administrators and classroom teachers

Anxiety has gripped teachers ahead of July salary increment. TSC has already assured teachers of the increment despite schools being closed and reopening pushed to January 2021. Among the beneficiaries of the July salary increment are ordinary classroom teachers to school administrators.

The school administrators increment fall under a CBA signed in 2017 between the teacher employer, TSC, and the teachers unions Knut and Kuppet and was expected to run from July 2017 to July 2020 when the final phase will be implemented. The CBA phases were four but TSC has already honoured three phases. Two weeks ago TSC assured teachers that it will pay the final phase of the CBA which is expected to come to an end this July.

“Goodwill has enabled the Commission to achieve a lot in the last five years. Key among our achievements is the signing of the 2017-2021 Collective Bargaining Agreement with teachers’ unions. The fourth phase of CBA implementation comes at the end of this month. Another crucial achievement is the automation of TSC services and especially the T-Pay system through which you approve and monitor your third party financial transactions” TSC head of corporate affairs Beatrice Wababu said while unveiling the commissions key achievements in the last five years.

Teachers who will not be part of the July phase four CBA are;

1. Secondary Teacher II & Secondary Teacher II Untrained and Primary SNE Teachers

2. Primary Teacher I and Secondary Teacher III

3. Primary Teacher II

However Classroom teachers too have a reason to smile as TSC will pay them increments based on terms spelled out in the Career Progression Guidelines (CPG). The teachers according to CPG terms they must have been in the service on or before 1/7/2017. They must have completed three years for them to qualify for the promotion. The promotion for the teachers to the next job group is automatic. In this line those in the lowest job group B5 formerly known as G (P1 teachers) will be promoted automatically to C1. The new grades were adopted in 8/11/2017 in line with Salaries and Remunerations Commissions recommendations.

Teachers who will be promoted to next job group are those in job group B5 who will move to C1 and C1 who will move to C2 and C2 who will move to C3 and finally C3 to C4. All teachers in grade B5 at salary scale 27,195 which is the maximum will earn 28,755 which is minimum entry for grade C1. Teachers in job grades C4 and above will not be part of the July automatic promotion. These teachers will have to undergo an interview for them to qualify for promotion because these are administrative grades, infact most of them will be promoted under CBA phase four. Those teachers who were recently deployed to high school from primary school will also not get promotion till they complete three years.

Some of the changes these teachers should expect is also in allowances as highlighted below.

It is still not yet clear whether teachers belonging to Knut will form part of the CPG promotions. This is after TSC came up with two payrolls that placed teachers under the CPG and the SOS (schemes of service) terms. All Knut members fall in the latter after a court tussle that made TSC tcome with this decision. Most Knut school administrators have been missing in third implementation of the CBA and so most teachers are worried that same fate will catch up with them because of belonging to the union.

In 2nd August 2019 TSC said through a circular it took the painful decision to exclude school administrators from enjoying the third phase of the CBA because of the implications of the judgement of the employment and labour relations court.

“The payroll for Knut members has not factored in phase three of the CBA because the court ordered that their terms be based on the Schemes of Service and not CPG. Some 103,624 teachers who also include head teachers, deputy head teachers and senior teachers are affected. Eventually this will lead to Knut members losing all benefits embeded in the CBG as implementation of the CBA” TSC had warned through a circular.

Here are Teachers’ new salaries for school administrators after TSC implements phase 4 of CBA this July 2020

CHIEF PRINCIPALS (T- Scale 15)

These are Heads of Institutions in National and Extra County Schools with over 1000 students. Effective 1st July, 2020, they will get a salary increment of up to Sh9,496. The lowest earner in this group will walk home with a salary of Sh131,380 while the highest earner in this group will earn Sh157,656 per month.

Senior Principals head County Schools with over 540 students. These Principals currently pocket a monthly salary of between Sh109,249 and Sh118,169. They are set to receive an increase of between Sh3,721 and Sh8,993. These tutors will then earn a monthly perk of Sh118,242 and

121,890 per month at the end of July, 2020. Their salary increment was to be effected in four phases under the current CBA.

The lowest earner in this grade will now pocket a monthly pay of Sh91,041 while, the highest earner will pocket Sh91,041 after receiving an increment of Sh8,324 and Sh3,141 respectively.

Primary schools with enrolment of below 1000 learners are headed by Head Teachers with Grade C5 (T- Scale 10). While, Deputy Head Teacher I at Grade C5 (T- Scale 10) are administrators in Primary schools with enrollment of over 1000 learners. On the other hand, Senior Master III of Grade C5 (T- Scale 10) are administrators in Sub- County and All Day schools. Lowest earners in this group (who get a monthly pay of Sh51,632) will now pocket Sh 62,272.
