CLARIFICATION ON REPORTS REGARDING THE MANAGEMENT OF PRE-PRIMARY SCHOOLS

The Council’s attention has been drawn to various reports in the local dallies alluding to the transfer of the management of pre-primary schools from the County Governments to the National Government.

Whereas the Council supports reforms in the education sector, it is critical to note that the management of pre-primary schools remains an exclusive function of the County Governments.

We are cognizant of the recommendations of the Presidential Working Party on Education Reforms however the implementation of the same should be strictly undertaken in accordance with the provisions of Article 187 of the Constitution that sets the parameters for the transfer of functions and powers between the two levels of government.

To this date, no such intergovernmental agreement has been entered into between the two levels of government.

We hold the position that until such an agreement is entered into with mutual agreement of the parties, the County Governments will continue to fully manage pre-primary schools as provided for under the Fourth Schedule of the constitution.
