CS Ogamba to appear before MPs Wednesday over school capitation delays

Cabinet Secretary for Education, Mr. Julius Ogamba, is expected to appear before the National Assembly on Wednesday 15th October 2025 at 3:00 p.m. to explain the continued delays in the disbursement of school capitation funds.

This follows a directive from the Speaker of the National Assembly, Hon. Moses Wetangโ€™ula, after Members expressed frustration over unfulfilled promises by the Ministry of Education regarding the release of funds to schools.

Mr. Ogamba had informed the House last week that the delays were occasioned by an ongoing audit that uncovered irregularities, including disbursement of funds to non-existent schools.

โ€œMr. Speaker, the Office of the Auditor-General recently reported that some of the schools that received capitation from the Ministry of Education were non-existent,โ€ the CS said during his appearance in the National Assembly.

On 8th October 2025, the CS had explained that the Ministry had launched a verification exercise to establish the actual number of schools and learners, aimed at enhancing transparency and ensuring that only verified institutions receive government funding.

However, today Members raised concern that despite these assurances, schools remain in financial distress.

Leader of the Majority Party, Hon. Kimani Ichungโ€™wah, said Cabinet Secretaries must honor their commitments to Parliament, noting that failure to do so amounts to undermining public trust.

โ€œWhen you come to this House to make commitments, you do so on behalf of the people of Kenya. It is unacceptable to make pronouncements and fail to act,โ€ said Hon. Ichungโ€™wah. โ€œI will reach out to the Cabinet Secretary and report back to the House with a detailed response.โ€

Speaker Wetangโ€™ula directed that the Cabinet Secretary appear before the House in person.
โ€œI direct you to get the Minister here tomorrow at 3:00 p.m. to speak for himself and his Ministry. Any promises made on the floor of this House must be accounted for,โ€ he ruled.

Minority Leader, Hon. Kuney Mohammed, accused the Ministry of disregarding parliamentary authority.

โ€œThe Executive has forgotten that they are answerable to Parliament. The government has all the tools to determine the number of students and schools within hours. Taking a whole year to verify figures is unacceptable,โ€ he said.

Education Committee Chairperson, Hon. Julius Melly, warned that schools are in crisis ahead of national examinations scheduled to begin next week.

โ€œSchools cannot purchase laboratory equipment or essential supplies because the funds have not been released. The CS and PS must be compelled to act immediately,โ€ said Hon. Melly.

Deputy Majority Leader, Hon. Owen Baya, said the House must not allow Cabinet Secretaries to mislead Parliament.

โ€œWhen a CS comes here to make a statement, it must be authentic. Schools across the country are grounded. If he made a commitment that has not been honored, then he has misled the House,โ€ he said.

Hon. Makali Mulu called for capitation to be classified as a recurrent expenditure to ensure timely disbursement.

โ€œCapitation should be treated like salariesโ€”paid promptly and not subject to delays,โ€ he said.

Hon. Martha Wangari demanded accountability, questioning the whereabouts of the funds.

โ€œIf the money has left Treasury, where is it sitting today? This House must not speak in vain,โ€ she said.

The Speaker maintained that the Cabinet Secretary must appear before the House on Wednesday to respond to the concerns and provide a clear explanation on the status of school capitation.
