Circular: Teachers, public servants to get salaries by 20th every month

PAYROLL PROCESSING AND STATUTORY REMITTANCE FOR PUBLIC SERVICE ENTITIES

Reference is made to the directive issued under Ref. No. OP/CAB/CAB1/19 dated 8th April 2025, which required all Ministries, Departments, Agencies, and County Governments (MDACs) to process and finalize their monthly payrolls by the 15th of every month.

The objective of this directive was to ensure the timely remittance of statutory deductions, in compliance with applicable laws and regulations, including but not limited to the Social Health Insurance (SHI) Act, 2023.

To further enhance the efficiency, accuracy, and integrity of the Government payroll management and to safeguard the timely remittance of all statutory deductions including but not limited to Pay As You Earn (PAYE), National Social Security Fund (NSSF), Higher Education Loan Board (HELB), National Industrial Training Authority (NITA), pension contributions, and Social Health Authority (SHA), the Government has revised the payroll procession and closure deadline to the 18th day of every month, effective immediately.

Adherence to this revised schedule will facilitate the timely submission of exchequer requisitions to the National Treasury by the 20th of every month and to ensure that all public officers statutory deductions are up to date and active.

This will in turn support uninterrupted access to healthcare services, pension benefits, and fulfillment of other financial obligations by the Government.

All authorized Officers and Accounting Officers are hereby directed to take immediate steps to ensure strict compliance with the revised payroll closure date and timely remittance of all statutory deductions.

The Human Resource Information System (HRIS) which processes the payroll and the Integrated Financial Management System (IFMIS) will be re-configured to only accept payrolls submitted by the due date.

Any payrolls submitted after the due date will not be processed.

The Directors of Human Resource Management will take personal responsibility for late submission of the payrolls.

You are therefore, required to bring the contents of this circular to the attention of all relevant officers and to ensure its full and immediate implementation.
